SUMMARY OF DUTIES:
Provides technical, logistical, and administrative support to the C&S Assistant Division Engineer in the Hudson Sub-Division for the efficient and cost-effective management of construction, maintenance, and inspection of C&S infrastructure. Work in both the office and in the field in all types of weather conditions to support a 24/7 operation.
ESSENTIAL FUNCTIONS:
* Observe field activities to ensure conformance with safety protocols. Correct activities that do not conform and advise supervision when necessary. Report observations to the ADE and assist in driving improvement in the overall safety culture. Implements safety work plans for the prevention & elimination of personal injuries and hazardous conditions on Amtrak property and the right-of-way.
* Coordinate with ADE and Capital Delivery on various projects. Be a technical liaison between different groups to ensure C&S activities and needs are being represented and work forces are communicating to meet goals and deadlines as outlined in scope.
* Ensure all regulatory and required inspections are performed on-time and at a high level through observations in the field. Correct poor performance in this area and advise supervision when necessary.
* Monitor the condition of C&S assets throughout the sub-division to ensure all aspects of the infrastructure meet or exceed all current Amtrak standards and comply with all relevant regulatory requirements. Advise ADE where capital renewal programs should be planned prioritizing locations for state of good repair projects and programs.
* Requests and monitors the status of procurement for all material and services, and ensures the proper delivery, storage, and installation of materials as well as the performance of any contracted services. Ensure adequate stock of material is available for running repairs. Plan installations and coordinates work activities with other crafts and transportation.
* Communicates with system office and provides technical support in the field for all inspection, maintenance, and construction activities. Available 24/7 to respond to emergencies and interruptions to the operations. Support planned work on weekends and nights in the field.
MINIMUM QUALIFICATIONS:
* Bachelor of Science Degree in Engineering, Construction Management or equivalent work experience and training in position of similar capacity with a minimum of 6 years experience.
* In lieu of education, a minimum of 10 years of relevant work experience, or equivalent combination of education, training, and work experience.
* Qualified or possess sufficient experience to be qualified in: NORAC, RWP, AMT-23/27, and applicable FRA Rules & Regulations.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
* Must be able to interface with all levels of employees and both external and internal customers.
* Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
* Demonstrated experience in all facets of C&S inspection, maintenance, and construction including but not limited to installation, testing, operation, and cutover procedures, as well as working knowledge of other crafts involved.
* Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures
* Possess knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protection and those pertaining to C&S
PREFERRED QUALIFICATIONS:
* Licensed Professional Engineer or ability to acquire.
* Held craft positions(s) performing C&S inspection, maintenance, and construction.
* Five years of experience in railroad operations within the Engineering Department.
WORK ENVIRONMENT:
* Position is responsible for 24/7 operation.
* Available to work at various times to support railroad operations as needed including nights and weekends.
* Combination of office and field environment working in all weather conditions.
* Travel: 15%
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
PAY TRANSPARENCY:
The salary/hourly range is $115,000 - $126,969. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
