Basic Function
Sources candidates for hiring METRO personnel using various recruiting techniques and tools (internet, job fairs, networking, etc.) Interviews prospective employees for open positions, evaluates applicant qualifications, refers applicants for specific job opening and extends employment offers. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
* Reviews internal and external employment applications and interviews applicants, for non-union and union positions to evaluate work history, education and training, job skills, compensation needs and other qualifications.
* Presents qualified candidates to hiring managers, discusses qualifications and observations from interviews as necessary. Prepares offer letters and extends employment offers.
* Works closely with more experienced Staffing Representatives and the Director, Staffing in advising hiring managers and other department management on current requisition procedures, recruitment/selection procedures, employment practices and employment policies and trends.
* Maintains compliance with Metro policies, procedures, and practices as well appropriate Federal and State laws
* Evaluates selection and placement techniques by conducting research for follow-up activities and conferring with management and supervisory personnel.
* Establishes hiring criteria and develops selection and recruiting competency profiles by analyzing job requirements with supervisors.
* Enters applicant data into the Recruiting and Onboarding systems; updates, retrieves, and creates reports of applicant and hires information from HRIS system.
* Uses various recruiting techniques and tools (internet, networking, etc.) for sourcing qualified candidates.
* Coordinates the staffing/hiring of METRO temporaries (PSA) and agency temporaries as necessary.
* Assists in and may perform Workforce Planning, staffing plans and other projects as required.
* Schedules, conducts, and scores interview assessments for applicants.
* Assists with onboarding of new employees by coordinating set-up of resources and notifying appropriate personnel.
* Represents METRO at Career Day events, job fairs and other job outreach activities as assigned which include evening and weekends
* Establishes positive relationships with internal and external customers, co-workers and hiring department management.
* Provides excellent customer service to METRO internal and external customers.
* Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency's Public Transportation Agency Safety Plan (PTASP).
* Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
* Performs other job-related duties as assigned.
Education Requirement
Bachelor's degree with emphasis in human resources, business administration or related discipline preferred.
Years & Experience Required
Minimum two (2) or more years' experience in recruiting screening resumes and applicants, conducting interviews, initiating new hire onboarding processes and related activities. Initiating new hire onboarding processes and related activities on applicant recruitment systems desirable. Experience in a corporate or recruiting agency preferred.
Knowledge & Skills Required
Basic knowledge of HR compliance, concepts, practices and procedures. Good communications (written/verbal) skills. Excellent interpersonal, problem solving and organizational skills. Proficient in Microsoft office suite (Word, Excel and PowerPoint). Human Resources Professional certification (PHR, SHRM-CP) preferred.
