This is a full-time position (40 hours per week) with State Benefits, including health insurance, as wellas retirement.

The State Monitor Advocate (SMA) is a liaison, monitoring, and advocate position required by the federal/state Monitor Advocate System that conducts an ongoing review of delivery of services and protections afforded by the Employment Service (ES) regulations that ensures migrant and seasonal farmworkers (MSFW) have equitable access to career services, skill development, and workforce protections offered by NCWorks Career Centers. The SMA is responsible for successfully carrying out all duties required of the position in 20 CFR 653.108. It must establish an ongoing liaison with National Farmworker Jobs Program (NFJP) grantees and other organizations serving farmworkers, employers, and employer organizations in the State. The SMA responsibilities include providing technical assistance to staff for resolving employment related law apparent violations and employment related complaint disputes at the lowest level, reporting and referring employment law and compliance activities to enforcement agencies as needed, and documenting activities on federal reports, and serving as a clearing house on clarifying employment related laws and providing applicable information to worker and employer groups. The SMA monitors the ES and Employment Related Law Complaint System and serves as subject matter expert to State Workforce Agency (SWA) staff. This position will require extensive travel.

The operations of the State Monitor Advocate consist of monitoring the SWA's outreach to migrant worker populations, serving as a liaison and subject matter expert to agriculture growers and grower organizations, federal and state agencies, and staff internal to workforce development boards and the DWS. It must conduct frequent field visits to the working, living, and gathering areas of seasonal farmworkers. It will conduct on-site reviews of one-stop centers on a regular basis. It will monitor the new complaint system process from the local level to the federal level. These processes will ensure consistency across the state with regards to complaint reporting from the state outreach workers, through the agriculture staff to the monitor advocate; and also integrates the career center managers and regional operations directors to identify trends for leadership attention. The position provides oversight, planning, development, direction, coordination, training, and technical support to SWA central and local center staff on United States Employment Services (USES) regulations, national directives, and enhancement initiatives relating to the monitor advocate auditing and reporting system as defined by federal regulations and federal guidelines. The position must serve as an advocate to improve services for migrant seasonal farmworkers. The State Monitor Advocate is responsible for the preparation of regular reports, documenting activities on federal reports, and data submissions.

Per federal regulation, the SWA must seek and put a strong emphasis on hiring a person for the State Monitor Advocate who is from MSFW background or who speaks the language of a significant portion of the State MSFW population (Spanish) or who has substantial work experience in farmworker activities.
