Purpose of Job Under limited supervision, acts as lead worker of an assigned crew, keeping street structures in good repair while performing routine truck-driving duties, vehicle maintenance, and general tasks related to the Streets Department. Operates and maintains light and heavy equipment and machinery. II. Essential Job Duties A. Performs supervisory duties
- Supervises, directs, and evaluates street maintenance personnel, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance evaluations.
B. Supervises and Performs Street Maintenance
- Uses departmental tools and equipment to repair potholes and utility cuts with hot bituminous asphalt mix.
- Form and cast concrete as required.
- Lays brick, block and/or rock foundations; performs carpentry work to form head walls and assists with the installation of driveway pipes.
- Cuts and removes downed tree limbs blocking roadways.
- Performs various light groundskeeping duties as required such as cutting grass, trimming hedges, weed eater operators, assists operators during excavation operations.
- Flags traffic temporarily when patch work is undertaken.
- Maintains traffic signs on City streets as necessary.
- Assists in application of salt brine and road salt to City streets during inclement winter weather conditions.
- Transports, loads, and unloads various equipment and materials used in projects.
C. Administrative
- Receives various forms, reports, work orders, maps, or other documentation, reviews, completes, processes, forwards or retains as appropriate.
III. Other Job DutiesPerforms other job duties as assigned, including:
- May drive pick-up truck.
- Maintains assigned vehicle by ensuring it is properly cleaned, washed and maintained.
- On-Call Designation: This position is considered an On-Call eligible position and rotation on an On-Call team is required.
IV. Primary Job ChallengesPrimary challenges of this position include time management to efficiently maintain city assets.V. Equipment OperatedVarious hand and power tools such as a shovel, rake, pitchfork, broom, or mechanic's tools.May operate a paint-striping machine.VI. Key Competencies Required
Has considerable knowledge of City, county and state right-of-way codes and safety practices necessary for the performance of duties as it relates to the position. Has extensive knowledge in operating light and heavy job-related equipment. Has knowledge of human relations and supervisory techniques in order to communicate effectively with assigned crew. Can determine what issues need to be raised to the Assistant Street Department Director or department head level. Is able to determine and decide upon procedures to be implemented in maintaining safety codes and standards, and resolving problems. Knows how to determine and ensure the safety of work sites. Is knowledgeable of the language and terminology used within the department. Is skilled in operating all pieces of heavy and light equipment used in and by the department.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the public.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define complex problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Physical Demands and Work EnvironmentPhysical Demands: Performance of the essential duties of this job requires the incumbent to:
- Must be able to remain in a stationary position 50% of the time.
- Regularly move about around different worksites.
- Constantly operates equipment or machinery such as blowers, pressure washers, backpack blowers, various hand tools, mini-packer, bobcat, and golf carts.
- Frequently positions self to maintain work area and items needed to complete daily tasks.
- Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- Occasionally ascends/descends ladders.
- Regularly moves/transports up to 50 pounds.
- Occasionally moves/transports up to 100 pounds.
Work Environment: Performance of the essential duties of this job requires:
- Frequent exposure to wet or humid conditions (non-weather).
- Regular exposure to fumes or airborne particles
- Regular exposure to outdoor weather conditions
- Frequent exposure to vibration.
The work environment is very loud (examples: jack hammer work, front row at rock concert).Minimum Requirements VIII. QualificationsEducation and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through Associate's degree (A. A.) or equivalent from two-year College or technical school or three to four years of roadway maintenance and construction related experience; or an equivalent combination of education and experience.Required Certifications/Licenses: Driver License - CDL Class BBucket Truck Certification
