SUMMARYUnder direction of the Street Superintendent, performs supervisory work in a departmental sub-unit that may include a wide variety of construction, repair, drainage, cleaning, sweeping, mowing, or other associated maintenance tasks to City streets, alleys, and other facilities. In addition, this position may entail the supervision of security activities at the City Service Center. Exercises general supervision over forepersons, skilled/semi-skilled operators and drivers, security guards, and unskilled personnel.
ESSENTIAL RESPONSIBILITIES - Performs general supervisory tasks over departmental subunit personnel along with other various activities incidental to this position.
- Organizes and prioritizes work.
- Schedules, assigns, and oversees personnel in the performance of various maintenance, repair, and construction tasks to streets and alleys.
- Shoots and figures grades.
- Inspects machinery and equipment and ensures that equipment is maintained, cleaned, and scheduled for service as required.
- Orders and picks up supplies, parts, and materials.
- Assists in and preparation of various reports and schedules incidental to area of responsibility.
- Interacts with and responds to citizen complaints in a courteous and professional manner and makes other citizen contacts as necessary.
- Investigates, responds to and works to resolve employee injuries, accidents or collisions.
- Coordinates work with other departments or agencies.
- Inspects streets, alleys, and other facilities for repair or maintenance needs.
- Checks employee daily job reports for accuracy, schedules and maintains employee leave records, and keeps diary of employee's performance activity for evaluation purposes.
- Maintains accurate work records of various tasks performed within work units for later cost or other analysis.
- Maintains consistent contact with department head and supplies necessary feedback on operations.
- Interviews prospective employees may serve on test and interview panels and makes recommendations to department head.
- Assists in training of new employees, conducts tailgate safety meetings and keeps yearly diary of each employees' performance for appraisal records.
- May assist in preparation of specifications for materials, equipment, or departmental improvements and shall obtain formal training as necessary to ensure proper and efficient oversight of work responsibilities.
- Responsible for emergency snow and ice removal efforts or other emergencies that arise.
- May assist with annual departmental budget preparation.
- Subject to serve in other supervisory level positions as necessary or other assignments as needed.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS Requires a High School Diploma or its equivalent (GED) and a minimum of ten (10) years of experience in street maintenance, construction, or drainage, three years of which consist of supervisory responsibility; two (2) years of college training can be substituted for four years of-related experience. Completion of 16 hours of traffic and barricading procedures is required within the probationary year. Valid Texas Driver's License required. Other preferred certifications or training include: Herbicide Applicator License, Forklift Certified various Supervisory and/or Management training certifications.
KNOWLEDGE, SKILLS, AND ABILITIES- Ability to write reports and letters and have good telephone etiquette.
- Knowledgeable with elevation grades and instruments, road and construction materials, and methods.
- Ability to make mathematical calculations, plan and coordinate work and maintain good work records.
- Able to integrate well with other levels of management.
- Possession of good communication skills, good public relations representative of the City.
- Good organization skills.
- Ability to operate computers for data entry and word processing.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
