This position is in a civil service competitive class that is subject to examination. Description:

Position Summary: The New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students and approximately 75,000+ teachers in over 1,800 schools. The Office of Pupil Transportation (OPT) plans to redesign the way it manages and delivers school transportation services to public, charter, non-public, and early childhood programs and families. The redesign centers around a partnership with Via Mobility, which provides for a modern, state-of-the-art suite of transportation management technologies.

  • Real-time bus tracking and student boarding information, implemented through an inexpensive, GPS-enabled tablet running the “Bus Driver App” (a customized version of the Via Driver App).
  • Real-time, sophisticated notification system connecting all stakeholders (parents/caregivers and students via app and/or text).
  • Automated and dynamic vehicle routing, optimized for traffic conditions and last-minute changes.

With guidance from OPT leadership, the Student Transportation Data Manager plays a critical role in driving operational efficiency to ensure the success of the NYCPS's Student Transportation Ridership Information and Data Enterprise System (STRIDES) initiative. The role conducts research and analysis on the NYCPS's various transportation, student information, parent identity, location management, and vendor information systems; prepares reports to communicate areas of improved efficiency in data collection and reporting; creates and provides resources to support staff and partnership development; and works with colleagues, NYCPS program offices, and technical partners to develop and improve data collection and reporting processes. Additionally, the Student Transportation Data Manager may provide guidance to junior analysts on internal processes, including the fulfilment of data requests. Performs related work.

Key Relationships: Office of Data Management; Division of Instructional and Information Technology; Research and Policy Support Group.

Responsibilities:

Data Management

  • Analyze trends in data and make necessary recommendations to senior leadership.
  • Utilize and continuously improve automated systems and tools to support data analysis and quality control.
  • Direct the life cycle of data management functions, including end-to-end reconciliation of data quality and report generation.
  • Prepare and maintain other computer databases pertaining to student records, activities, and demographic information.
  • Oversee and manage assigned project and/or departments data, ensuring it meets predetermined contractual or policy requirements.
  • Responsible for developing and implementing data management strategies, managing data quality and accuracy, overseeing data storage and retrieval, leading data analysis efforts, and ensuring data security and privacy.
  • Provide technical support to OPT staff and administrators in the use of the data tracking systems.
  • Support the design of and maintain data tools used to plan, execute and support assessment programs.
  • Develop knowledge of various types and sources of vendor, school, and student data, as it pertains to transportation.
  • Partner with supervisors and team individuals to aid in forming action plans to ensure team members meet goals and objectives.
  • Utilize scientific and applied research methods in a collaborative environment to execute administrative studies.
  • Lead the organization's data analysis efforts, working with other departments to identify data trends and patterns.
  • Utilize technology to monitor and audit performance metrics.
  • Coordinate the activities of various external stakeholders and vendors supporting the initiative.
  • Field data-related questions and assist with customer-required process reviews.

Qualification Requirements:

Minimum:

  • A master's degree from an accredited college in education, guidance, educational administration and supervision, or a related field; or
  • A baccalaureate degree from an accredited college and one (1) year of full-time satisfactory professional experience in educational program administration; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education plus five (5) years of full-time satisfactory professional experience in education administration; or
  • A combination of education and/or experience which is equivalent to the requirements in
