Summary:

The Subcontracts Manager is to perform a full range of commercial and administrative activities associated with subcontracting work. Qualifies suppliers, issues requests for proposals, evaluates proposals, maintains subcontract files in accordance to established procedures, manages performance and payments of subcontractors. Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within their field. Displays core job competencies by analyzing possible solutions using standard procedures while developing advanced skills. Works closely with Project Management, Estimating and Procurement to coordinate preparation of invitations to bid, performs proposal analyses, prepares bid evaluations, prepares award recommendations, and negotiates subcontract agreements.

Responsibilities:

* Develop packages to send out to vendors for quotes on Structural Fabrication, Electrical & Instrumentation, Insulation, Fireproofing, etc.

* Corresponds with subcontractors regarding bid form review and submission.

* Review and verify correctness of subcontract submission per the inquiry instructions.

* Prepares and administers subcontract agreements through project final closeout.

* Maintain an evaluation sheet for all pricing and make recommendations on pricing.

* Reviews and approves subcontractor's invoices.

* Participates with other project team members in regular meetings with subcontractors and assumes lead key role in handling commercial aspects of the subcontracts being executed.

* Negotiate subcontract terms and conditions, coordinate technical scopes of work including interface with all project disciplines (project controls, legal services, project management, construction, engineering, finance/accounting, and client)

* Lead internal Request for Proposal (RFP) and RFP explanation meetings, subcontract pre-award meetings, final negotiations, and drafting/finalization of subcontract documents.

* Analyze commercial sections of proposals and coordination of technical proposal evaluations. Develop final proposal evaluations and prepare subcontract recommendations and present recommendations to project team and/or client.

* Perform subcontract management post-award activities through evaluating and status subcontractors' productivity, schedule adherence, subcontract change management, invoicing, and claims avoidance.

* Perform closeout of subcontracts, finalize outstanding subcontract issues, issue of final modifications, invoices, and coordinate completion of subcontractor performance evaluations.

* Assumes responsibility for following corporate procedures in the conduct of the work.

* Develops knowledge and skills in basic practices and procedures within own area.

* Applies basic technical skills and knowledge to complete assigned work.

* Responds to standard requests from internal or external customers.

* Solves routine problems by following defined procedures.

* Manages own time to meet agreed targets; develops plans for short-term work activities in own area.

* Ability to work in teams or as an individual.

* Excellent written and spoken communication skills.

Education and Experience:

* Bachelor's degree in relevant field or equivalent work experience.

* Typically has 5-10 years' relevant experience.

* Job-related technical knowledge necessary to complete the job.

* Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.

* Ability to attend to detail and work in a time-conscious and time-effective manner.

* Broad understanding of the construction industry and subcontract language associated engineering, procurement, fabrication, and construction/construction management (EPFC/CM)

* Experience developing and negotiating subcontract terms and conditions specifically for subcontracts related to services, construction, engineering, materials and equipment installation.

* Advanced knowledge of all areas of procurement, including procurement execution, estimating, expediting, offsite supplier quality, subcontract administration, and site purchasing

* Proficient in Microsoft Office (Power Point, Word, Excel) and have a general knowledge of database utilization, SAP Experience a plus.

* Experience in negotiating commercial terms and the final subcontract price with bidders.

* Detail-oriented, highly motivated with ability to effectively manage time.

* Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors.

Physical Requirements:

* Ability to reach, stand, walk, finger, grasp, feel, talk, hear, see and to perform repetitive motions.

* Sedentary work: Exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
