Job Title: Subject Matter Expert – Facility Planning, Management, and Environment of Care Safety

Shift: 6:00 AM - 2:30 PM Monday through Friday; and 3:00 PM - 11:30 PM Monday through Friday
Position Overview:
We are seeking a Subject Matter Expert (SME) with expertise in Facility Planning, Management, and Environment of Care (EOC) Safety. The SME will play a critical role in supporting infrastructure and capital management initiatives aimed at maintaining and modernizing existing infrastructure. This includes conducting market-based facility planning, performing build vs. buy analyses, and assessing safety programs within a large government or integrated healthcare system. The ideal candidate will possess a deep understanding of capital asset infrastructure, facility condition assessments, safety risk analysis, and EOC adequacy.
Key Responsibilities:
Provide expert consultation on VA facility engineering and safety programs, capital asset management, and EOC-related policies.
Conduct root cause analyses on various infrastructure, safety, and engineering topics.
Develop hazard abatement and surveillance procedures; implement corrective actions for identified hazards.
Prepare policies, reports, and correspondence related to safety, occupational health, and fire prevention.
Conduct workplace safety inspections throughout facilities and storage areas, ensuring compliance with safety and occupational health requirements.
Ensure contractor compliance with all safety, occupational health, and fire prevention requirements while on VA grounds.
Design and deliver training programs to enhance safety awareness and compliance among employees.
Demonstrate a high level of interpersonal skills, including empathy, tact, and cooperation when working with diverse individuals and teams.
Apply knowledge of hazardous materials and waste management, including handling, storage, and disposal.
Utilize emergency management methods such as first aid, rescue techniques, and threat assessments.
Lead accident investigations, including scene preservation, root cause analysis, and evidence handling.
Maintain accountability for high-quality, timely, and cost-effective results while setting priorities and delegating work effectively.
Qualifications:
Education: Master's Degree in a relevant field.
Experience: A minimum of 20 years of experience in facility planning, management, and safety programs, particularly within VA, large government, or integrated healthcare systems.
Skills:
Strong understanding of capital asset infrastructure and EOC safety standards.
Knowledge of hazardous materials, emergency management methods, and engineering operational characteristics.
Proficiency in accident investigation techniques and safety risk assessment.
Excellent written and verbal communication skills in English.
Proven ability to design and deliver training programs.
