  • Assist in the installation, operation, inspection, repair, and maintenance of all types of equipment used in electrical substations.
  • Assists in the installation, construction, and modification of all types of equipment, structure, bus, communications and control schemes, etc. used in substations.
  • Assist in switching on transmission and distribution circuits.
  • Assist in the testing and repair of high voltage transformers, circuit breakers, reclosers, capacitors, voltage regulators and other related equipment.
  • Performs other related duties as assigned.
  • This position will require the candidate to be on call every other week outside of normal working hours.
  • Possession of a valid Class-A CDL driver's license issued by the State of North Carolina.
This position requires residency within acceptable reception and transmission range of the City's 800 MHz radio system (approximately 20 miles).JOB REQUIREMENTS - SUBSTATION TECHNICIAN II :
  • Operate, inspect, maintain and repair all types of equipment, communication and control schemes used in electric substations.
  • Installs, constructs and modifies all types of equipment, structure, bus, communication and control schemes, etc. used in electric substations.
  • Participates in the switching of transmission and distribution circuits.
  • Test and repair high voltage transformers, circuit breakers, reclosers, capacitors, voltage regulators and other related equipment and maintain associated records.
  • Performs other related duties as assigned.
  • This position will require the candidate to be on call every other week outside of normal working hours.
  • Possession of a valid Class-A CDL driver's license issued by the State of North Carolina.
This position requires residency within acceptable reception and transmission range of the City's 800 MHz radio system (approximately 20 miles). MINIMUM QUALIFICATIONS SUBSTATION TECHNICIAN I :
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of a valid Class-A CDL driver's license issued by the State of North Carolina.
SUBSTATION TECHNICIAN II :
  • Knowledge and level of competency commonly associated with the completion of specialized training in the field of work, in addition to basic skills typically associated with high school education.
  • Experience sufficient to thoroughly understand the work of the Substation Technician I position to be able to answer questions and resolve problems, usually associated with three or more years' experience or service.
  • Possession of or valid Class-A CDL driver's license issued by the State of North Carolina.
KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS SUBSTATION TECHNICIAN I :
  • Knowledge of basic electricity.
  • Knowledge of electric substation and/or electric distribution system installation, operation, inspection, repair, and maintenance.
  • Knowledge of electrical schematics.
  • Knowledge of electrical wiring.
  • Knowledge of hand tools, test instruments, and power tools.
  • Knowledge of proper safety procedures, rules and regulations including NESC, OSHA, APPA and City policies.
  • Skill in the interpretation and application of federal, state, and local policies, codes, and laws.
  • Skill in analyzing problems and identifying solutions.
  • Skill in establishing cooperative and productive working relationships
  • Skill in setting priorities for competing projects.
  • Skill in performing mathematical calculations.
  • Skill in operating computers and other standard office equipment.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
SUBSTATION TECHNICIAN II :
  • Knowledge of electric substation and/or electric distribution system installation, operation, inspection, repair, and maintenance.
  • Knowledge of electrical schematics.
  • Knowledge of electrical wiring.
  • Knowledge of hand tools, test instruments, and power tools.
  • Knowledge of proper safety procedures, rules and regulations including NESC, OSHA, APPA and City policies.
  • Knowledge of maintenance and calibration procedures for protective relays and SCADA system.
  • Knowledge of the testing and repairing of high voltage transformers, circuit breakers, reclosers, capacitors, voltage regulators, and related equipment.
  • Knowledge of electric distribution and transmission circuit switching.
  • Skill in the interpretation and application of federal, state, and local policies, codes, and laws.
  • Skill in analyzing problems and identifying solutions.
  • Skill in establishing cooperative and productive working relationships.
  • Skill in setting priorities for competing projects.
  • Skill in performing mathematical calculations.
  • Skill in operating computers and other standard office equipment.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS: The Substation Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results GUIDELINES: Guidelines include the National Electric Safety Code; American Public Power Association Safety Manual; the City of Rocky Mount Personnel Manual; OSHA regulations; relevant federal and state laws and regulations; equipment operation manuals; and City work policies and safety practices. These guidelines are generally clear and specific, but may require some interpretation in application. COMPLEXITY: The work consists of varied technical duties. Adverse weather and energized equipment contribute to the complexity of the position. SCOPE AND EFFECT: The purpose of this position is to participate in the installation, repair, maintenance, and operation of system substations. Success in this position results in the provision of electric utilities for system customers. PERSONAL CONTACTS: Contacts are typically with co-workers, other City personnel, vendors, contractors, customers, and members of the general public. PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services. PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity. WORK ENVIRONMENT: The work is typically performed outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and high voltage electricity. The work requires the use of protective devices such as masks, goggles, or gloves. Must be able to work scheduled and unscheduled overtime and be on a rotating schedule to standby to be called in to work after normal working hours.
