DCWP licenses more than 45,000 businesses in more than 40 industries and enforces key consumer protection, licensing, and workplace laws that apply to countless more. By supporting businesses through equitable enforcement and access to resources and, by helping to resolve complaints, DCWP protects the marketplace from predatory practices and strives to create a culture of compliance. DCWP also conducts research and advocates for public policy that furthers its work to support New York City's communities.DCWP's Licensing Division seeks a Supervisor to direct and manage process applications for categories the Agency licenses, including but not limited to, the new Hotel License Category. Working closely with the Assistant Supervisor, the Supervisor will manage the day-to-day operations of the Unit.Key responsibilities will include, but are not limited to:

  • Manage the day-to-day operations of the unit;
  • Supervise staff, including tracking and assigning tasks, to ensure productivity and effectiveness, conducting training and providing guidance;
  • Develop, document and implement internal systems, policies, and procedures that help to organize and guide the division's work and operations, document database issues, and improve overall performance;
  • Perform ordinary mathematical computations while accepting and processing payments, completing close outs, and other tasks as assigned;
  • Check records for accuracy of information and for conformity with established policy and procedures;
  • Conduct intake of applications and related research and activities including liaising with DCWP General Counsel staff members;
  • Process applications in all DCWP and DOHMH categories as needed;
  • Back up other supervisors and units as directed;
  • Collaborate with Division Leadership to coordinate and manage special projects related to license category templates and forms, including the implementation of forms for the new Hotel license category;
  • Simplify and streamline information provided to licensees including Hotels;
  • Coordinate and schedule meetings with external and internal stakeholders;
  • Directly coordinate day-to-day implementation of Licensing projects and tasks;
  • Conduct complex system searches, reviewing documentation for accuracy, data entry and quality assurance for both their own work and over the work of the unit;
  • Prioritize assignments and effectively implement strategies for special projects and initiatives;
  • Assess staff performance accurately and provide feedback to motivate and/or improve performance levels;
  • Compile data to identify productivity; and/or categorical trends in order to determine potential areas for streamlining, re-engineering, and training;
  • Identify administrative and operational problems and provide recommendations for efficiency;
  • Review and analyze operational procedures to ensure uniformity and consistency throughout the unit;
  • Other duties as assigned.
  • The ideal candidate will have the following preferred skills:
    • Significant experience with mediation and reconciliation, as well as an understanding of intake and processing procedures.
    Minimum Qualifications
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
  • Education and/or experience equivalent to 1 , 2 , or 3 above. However, all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

    • Management experience with demonstrated ability to develop and motivate staff with both goal-oriented and team-oriented approaches.
    • Strong organizational and analytical skills.
    • Experience in budgeting, purchasing, administrative management, or technological record or project management.
    • Experience in training, developing protocols and policies, and assessing operational efficiency.
    • Attention to detail, excel in time management and project follow-through.
    • Excellent written, oral, and interpersonal skills.
    • Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
