Position Summary: The Supervisor of Plant Operations, in collaboration with the Director and Assistant Director of Engineering, will oversee the overall day-to-day operations of the Engineering Department. The Supervisor would share responsibility with the Directors for the overall operations of the department, including the management of personnel, preparing/monitoring of and accountability for the department budgets, and working directly with BMS programs. Essential Functions and Responsibilities Includes the Following: Understands and adheres to the WPH Performance Standards, Policies and Behaviors. Ensures the proper installation, maintenance, inspection, testing, and repair of systems according to the requirements of the City of White Plains, State of New York, County of Westchester, NYS and County Health Departments, NFPA, the Joint Commission, and all other authorities having jurisdiction. Assures that employee competency and education requirements are satisfied as per hospital policy. As required, participate in the Performance Improvement Program as defined by the organization. Is responsible for participation in committees, task forces and projects as directed. Assures the provision of a safe employee/patient environment. Maintains knowledge related to the operations of overall hospital operations. Works collaboratively with all levels of the hospital interdisciplinary team and promotes the team concept within their department and hospital wide. Promotes a positive and professional image and is a role model, coach, mentor and resource for staff and peers. Shares responsibility of the plant operations, 24/7. Formulates and recommends policies and procedures for improving engineering operations, buildings and grounds. Works with the Directors to establish preventative maintenance schedules. Assists in the direction the efforts of the Engineering staff. Inspects plant and equipment on a regular basis to include but not limited to boilers, HVAC and emergency systems. Helps monitor purchase orders for the physical plant. Aids in overseeing the work of contracts for alterations and new construction, and inspects work for conformance with contract documents. Works with the Directors to evaluate, estimate and measure changing needs and aid in pre-planning alterations to major utility distribution and collections systems (HVAC, Electrical, Water, Waste and closed treatment systems i.e. Chilled water, secondary heating loops etc) Interviews, hires, evaluates, counsels and terminates employees as per hospital policy. Schedules staff based on budgeted staffing plan and department needs. Attends managerial meetings as required and participates in specific committees and projects as requested. Assists with monthly staff meetings to update staff and/or address department issues and record meeting minutes Submits all other work reports as required/requested by the Director. Monitors andimplements the least costly vendors for outside services. Plans, schedules and supervised maintenance and repair work such as plumbing, electrical, masonry, carpentry, painting, refrigeration and grounds care. Assigns pre-scheduled and emergency work to mechanics and operating personnel in accordance with departmental work load. Assist in the set-up and occupancy of new and relocated end user programs. Including punch list developmentand implementation, commissioning of mechanical equipment and systems, scheduling of equipment deliveriesand startups, coordinating and working with all regulatory agencies, development and implementation of staff orientation and education. Uses blueprints, precision gauges and meters for troubleshooting and maintaining equipment and systems. Performs all other related duties as assigned. Education Experience RequirementsHigh School Diploma required Bachelors degree in related specialized field preferred At least 5 years of plant operations experience preferred, hospital experience a plus At least 5 years of progressive supervisory experience preferred In-depth understanding and working knowledge of The Joint Commission, environment of care and life safety standards preferred Demonstrated knowledge of building, infrastructure, and transportation systems, including applicable building and environmental codes, and regulatory requirements Experience in computer software including: Microsoft Word and Excel (required); Microsoft Access, Project and Computer Aided Design Drafting (CADD) (preferred). Licensure in at least one of the following trades is desirable: Electrician, Plumbing, HVAC, Stationary Engineer Core Competencies:Must be able to communicate effectively in English. Must be able to transport heavy objects up to 50 lbs Must be able to remain in a stationary position for prolonged periods, Must be able to constantly position self in order to perform job duties over an extended of time. Must be able to perform snow/ice removal and work in all outdoor weather conditions. Must be able to perform job duties when exposed to high levels of noise.
