Salary : $44,262.40 AnnuallyLocation : Aiken, SCJob Type: Full-TimeDepartment: Engineering & UtilitiesDivision: Sewer DistributionOpening Date: 01/09/2025Closing Date: 2/8/2025 11:59 PM Eastern Description The City of Aiken is accepting applications for a Supervisor to join our Engineering & Utilities department in the Sewer division. Examples of Duties
  • Supervises utilities crews completing repairs to sanitary sewer lines and/or clean outs; ensures employees are trained and follow safe trenching and shoring techniques, traffic control procedures, as well as utility 811 locate procedures to maintain an accident-free environment
  • Oversee the operation and maintenance of 51 sanitary sewer and storm sewer lift stations; completing regular inspections, preventative maintenance, scheduled cleaning, troubleshooting of alarms to ensure sewer service to the citizens, businesses, and customers of the City
  • Troubleshoot citizen's calls or requests to offer initial direction for Utility Crews to take corrective action for maintaining or restoring sewer service to utility customers
  • Plans, schedules, and assigns work; monitors and inspects work in progress to ensure continuity and timely completion of work; evaluate work orders and jobsites for proper completion and/or next steps in the workflow process
  • Prepares and submits annual operating and capital budget recommendations and administers funds for the division; monitors expenditures to ensure compliance with budget
  • Conduct meetings with management to discuss budget submissions; meets with division leadership team to discuss and implement procedures and recommendations for budget
  • Meets with Utilities Manager and staff to review and evaluate department performance, plan and make recommendations regarding improvements; implements new programs as developed or directed by management
  • Develops and maintains cooperative relationships with other divisions, outside agencies and groups, and with the citizens and residents contacted in the course of work; provides assistance when requested
  • Prepares bid specifications for equipment and supplies; maintains inventory of utilities equipment to ensure that equipment is in adequate supply and well maintained; coordinates orders of equipment and supplies
  • Conducts interviews and makes hiring recommendations; sets goals for employees; reviews and evaluates employee performance; provides feedback to employees and completes disciplinary action when required
  • Directs employees in the proper operation and maintenance of crew and department equipment including tapping machine, boring machine, air compressor, tube cutter, jack hammers, chop and chain saw, water pump, plate tamper, jumping jack, fork truck, backhoe, front end loader, bobcat/skid steer, excavator, jet truck and vacuum truck
  • Instructs employees in City, State, and Federal standards of proper installation of sanitary sewer lines, sewer cleanouts, manholes, bedding and compaction of soils and materials around utilities
Other Responsibilities:
  • Ensures all crew equipment is maintained in safe operating condition
  • Provides supervision of on-call work force on a rotating basis
  • Submits written bids for capital and operating budget requests and oversees bid procurement for staff within the division
  • Prepares reports, papers, and other documents appropriate to the division; maintains and updates records and manuals
  • Attends seminars and studies written materials to maintain knowledge of current practices, and State and Federal regulations governing infrastructure utility procedures and requirements
  • In the event of inclement weather, lead emergency crews to respond to adverse conditions and maintain roadways clear for emergency vehicles; maintain or restore vital infrastructure services of water and sanitary sewer as quickly as possible
Minimum Qualifications
  • Associate level degree in a technical field from an accredited college or university; or five (5) years of field related experience
  • Two years of supervisory experience with appropriate work responsibilities
  • Valid state-issued driver's license in good standing; CDL class B license preferred
  • Computer knowledge and experience with Microsoft Office, Word, Excel, Timeclock Plus, and AS400
  • Must obtain DDC-8 certification within six months of employment (Course provided by the City)
  • Analytical skills necessary to evaluate delivery of public services critically, respond to deficiencies by identifying and implementing appropriate corrective actions, and oversee the work of others
  • Interpersonal skills necessary to provide effective leadership to subordinates, maintain a variety of internal and external contacts, and work cooperatively with superior and subordinate staff
  • Ability to concentrate and pay close attention to detail for up to 75% of work time when reading reports, preparing budgets, or investigating citizen complaints

RetirementFull-time employees participate in the Defined Contribution 401(a) Retirement Plan. After one year of employment, the employee will begin contributing 6% to the Plan, with the City making a matching 6% contribution. Employees are fully vested after 5 years of service.
