Duties

Directly supervises the park's commissioned law enforcement staff: including four GL-09 Park Ranger (P) positions. Incumbent will perform the full range of supervisory responsibilities to include recruitment, evaluating, counseling, disciplining and use of awards to implement an effective human resource program in line with agency policy and mission.

Develops and directs the visitor and resource protection program. Responsible for long- and short-range planning and development of park annual work plans goals and objectives based on the park's strategic plan. Develops draft management plans for operating procedures for implementation of law enforcement, search and rescue, fire suppression boating and safety programs.

Ensures program is managed in a state of readiness commensurate with typical incidents occurring in the park. Ensures that the staff has appropriate equipment and training to safely accomplish job tasks.

Serves as a level I commissioned law enforcement officer and is required to carry firearms and other defensive equipment. Personally, performs visitor and resource protection activities including detection, investigation detention and prosecution under provisions of applicable laws and regulations to ensure the protection and safe use of NPS resources through land-based operations. This position provides technical guidance and legal advice to field law enforcement rangers.

Collects, protects, and maintains evidence; participates with Federal, State, and local attorneys in preparation for and conduct of prosecutions. Appears as the arresting official or witness in court proceedings.

Develops and maintains effective working relationships with representatives of cooperating federal state county and local law agencies responsible for law enforcement, fire, search and rescue and other emergency operations. Assists and participates with other agencies and law enforcement officials by performing investigations and other related law enforcement duties in connection with the legal authority of those jurisdictions.

Interprets to and informs park visitors and the public regarding the complexities, interdependence and significance of the park's natural/cultural resources and explains the resource basis and practical rationales underlying park laws and regulations.

Maintains a comprehensive knowledge and understanding of the park's natural and cultural resources and of the extensive body of specific laws and regulations pertaining to the protection and use of these resources. Serves as acting Chief Ranger as assigned.

Serves as the park's representative with neighbors, in-holders, commercial permit holders and park concessionaires in matters concerning park lands, resources, and other issues of mutual interest. Participates in meetings and public assemblies for the purpose of explaining or defending the park's position on often controversial and complex resource and public use issues.

Works jointly with resource management staff to plan and implement a variety of effective resource management activities, including boundary encroachment and agriculture lease compliance. Ensures continuous proactive monitoring of the park's natural and cultural resource and recommends corrective action and mitigation procedures.

Develop and maintain effective working relationships with different user groups and park visitors for the purpose of resolving complaints and ensuring that field level public relations issues are brought to the attention of the management team in a timely manner.

Serves as a member of All Risk Management teams in assigned capacities for incidents of EMS, fire, law enforcement, SAR natural disasters and other major emergencies which might occur on park lands or in local communities.

Performs search and rescue activities, organizes responses, develops operational preparedness, and performs post incident analyses to improve operations and visitor safety.

Provides first aid services to the sick and injured, maintains equipment caches, and assures that the park staff is current on required training and certification levels.

Ensures equipment is serviced and up to date to respond to incidents within the park. Ensures that park staff are up to date with training and properly equipped with perquisite safety gear for assigned tasks. Participates in a mandatory physical fitness program as specified in NPS 57 and meets the step test requirement for arduous duty. Performs Other Duties as Assigned

ADDITIONAL DUTIES:

As a Supervisory Park Ranger you will lead daily operations and direct the completion of collateral duties related to training and leadership. You will supervise GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers. You will conduct and supervise the detection of criminal activity, investigation of criminal violations, and custodial arrests. You may prepare and execute warrants, interview witnesses, and detain suspects. You will ensure the completion of comprehensive written reports. You will conduct and/or supervise gathering of law enforcement, security, and intelligence information relating to the park, its facilities, events, mission, or visitors.

You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling.

* Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile.

* You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

* You may be required to complete training and operate a four-wheel drive vehicle..

* You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

* You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

* You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. Selective Factors: Applicants must meet ALL of the following to qualify:

* Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I National Park Service (NPS) Law Enforcement Commission, or equivalent, by entrance on duty. More information can be found in the 'Education' section of this job announcement.

Applicants must possess at least one of the following minimum qualifications by close of the announcement:

* EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include: Park Guide or tour leader; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. You must include hours per week worked.

* OR-

* EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts.

* OR-

* Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Working Conditions: Work environment is split between office and field work. Field work is remote, even in an urban area in conditions of extreme heat and humidity and infrequent freezing temperatures in the winter. Significant hazards exist in rugged terrain. transportation methods such as motorized vessels and canoes and kayaks, a river environment with seasonal variances in temperature and flow. weather ranging from very hot and humid to cold and freezing. Incumbent typically serves in a uniformed capacity with defensive equipment but may occasionally be asked to perform plain clothes or undercover operations. While some work may be performed in an office setting, most of the work is performed outdoors in all kinds of weather and climatic conditions. The work is performed at various hours of the day and night and for prolonged periods during emergency situations. Park Rangers are frequently exposed to high risk and potentially dangerous situations in law enforcement and emergency types of situations requiring use of a wide range of personal protective gear (some of which may be uncomfortable, hot, or inconvenient to wear), adherence to specific safety procedures, and other precautions. Long periods of surveillance work may be required in cramped, or unpleasant locations and under unpleasant conditions. Shift work is often required. Incumbent is required to operate motor vehicles of various types, may be required to fly in small fixed-wing or rotary-wing aircraft, and may be required to operate and/or ride in small watercraft. Emergency law enforcement operations will require entry into hazardous environments; exposure to dangerous persons, animals, and substances; and potential exposure to infectious diseases.

This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. Physical Demands: Work is both sedentary and active in nature. Long periods of office work may be fo11owed by similar long periods of very demanding field work under arduous conditions. Requires sufficient physical stamina to hike park trails and operate motorize and non-motorized watercraft. Incumbent participates in the park's water search and rescue program requiring a high degree of physical fitness and ability to work in a marine environment under high stress conditions. Because the position is law enforcement specific, there is significant risk associated with violent individuals engaged in illicit activities or those under the influence of a1cohol and/or drugs. Incumbent maybe called upon to subdue uncooperative suspects or persons of a hostile nature. This work regularly includes long periods of standing, hiking and/or climbing, in many cases on uneven, steep, rough, slippery, and/or rugged terrain. Strenuous exertion is frequently required in law enforcement, firefighting, search and rescue, medical and related emergency activities. Lifting or carrying equipment weighing over 50 pounds such as firefighting or search and rescue equipment is required. In some assignments, heavy packs may have to be carried long distances over mountainous, desert, or snow-covered terrain.

Duties involve performing physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing. Criminal investigations often must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition.

Duties require manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints. Arms, hands, legs, and feet must be sufficiently intact and functioning in order for incumbent to perform the duties satisfactorily.
