Summary PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT COLA: 2.63% Duty Location: (1) JFHQ-PR, G4, Deputy Chief of Staff for Logistics (DCSLOG), Fort Buchanan, PR (OFFICERS ONLY) (1) JFHQ-PR, G4, Deputy Chief of Staff for Logistics (DCSLOG), Fort Buchanan, PR (OFFICERS & WARRANT OFFICERS) Responsibilities This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Officers and Warrant Officers employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Officers and Warrant Officers employee members (NG T32/NG T5) within Puerto Rico Army National. First round consideration will be given to Area 1 Candidates. DUTIES: As a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (D1251000), GS-1601-12, you will serve as a second-level supervisor and technical authority over two or more Army National Guard (ARNG) surface maintenance facilities, e.g., Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and/ or Field Maintenance Shop (FMS). Work requires comprehensive knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. In the absence of an officially established and filled position, may also serve as the Deputy to the Surface Maintenance Manager. The highest level of basic non-supervisory work directed is comparable to GS-09. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as planning and scheduling work to be accomplished by subordinates; advise, counsel, or instruct employees on work and administrative matters; improving production or increasing the quality of work directed; reviewing performance standards, position descriptions, and proposed training plans; developing, implementing, and overseeing the quality assurance program for assigned surface maintenance facilities; monitoring manpower utilizations; planning and developing schedules and agendas; conducting periodical inspections of maintenance activities; managing the state's Command Maintenance Evaluation Team (COMET); analyzing COMET results; ensuring safety meetings, and safety boards are established; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education.
