- Obtain a thorough working knowledge of the Cooperative's procedures, and all other pertinent rules and regulations as required to meet CORE specifications.
- Use considerable judgment to work independently toward general results, devising new methods of modifying standard procedures to meet new conditions. Errors can result in an excessive shortage or over supply of materials on hand at any one time.
- Utilize outside and inside contacts to carry out CORE purchases and procedures.
- Manage access to a wide range of confidential data, including highly sensitive personnel, vendor, and labor relations matters.
- Ensure all procurement activities comply with federal, state, and local grant requirements, maintain accurate records and documentation for audit purposes.
- Develop and implement objective standards for the bid process, ensuring transparency and fairness in vendor selection.
- Ensure all procurement activities comply with Build America/Buy America regulations, verifying that materials and products meet the required standards.
- Ensure subcontractors comply with Davis Bacon wage requirements, monitoring and documenting subcontractor payrolls and labor compliance.
- Assist in developing and enforcing policies to distinguish between allowable and unallowable costs, provide training and guidance to staff on cost principles and compliance.
- Establish and maintain business relationships with external vendors.
- Establish supplier performance criteria. Routinely evaluate suppliers.
- Identify potential vendors, solicit quotes, select successful vendors, and issue/approve purchase orders. Negotiate with vendors as appropriate to secure terms that are advantageous to the Cooperative in terms of both quality and cost.
- Establish evaluation criteria and methodology to award purchases to supplier.
- Work with vendors to ensure performance goals are met, deliverables are received timely, and grievances/claims/other issues are addressed as needed.
- Develop and manage the proposal, bidding, and negotiation process while adhering to applicable legal standards and codes of ethical conduct.
- Ensure that appropriate authority for and approvals of purchase requests and purchases of materials, equipment and supplies are in place.
- Work closely with project managers, engineering, district management and vendors for projects and bulk material needs.
- Require use of automation to achieve accuracy and productivity in purchasing and establishing optimum inventory levels.
- Develop and regularly assess internal and external purchasing and warehousing performance metrics.
- Ensure that appropriate internal controls are in place and being followed, and separation of duties exists where needed.
- Follow procurement best practices by maintaining respectful, honest, and ethical business relationships; avoiding conflicts of interest; and handling confidential information with discretion.
- Evaluate existing contractor-furnished inventory as compared to owner-furnished inventory. Assess costs and benefits, including options for the supply, storage, delivery, and management of materials. Lead any transition efforts.
- Monitor and manage inventory processes and procedures that ensure inventory accuracy and correct use of systems.
- Monitor inventory turnover. Analyze inventories to determine how to increase inventory turnover, reduce waste, and optimize customer service. Reduce obsolete/slow moving inventory.
- Monitor and manage inventory cost effectively.
- Provide Inventory control using cycle counts, physical inventory, bin location management and staging of materials.
- Assist with inventory control by monitoring district warehouse activity.
- Manage the flow of materials from receiving to inventory, to jobs, including staging, storing, stocking, and movement.
- Interview and hire staff and oversee training of personnel.
- Problem-solve system issues related to purchasing and inventory.
- Analyze market and delivery systems to assess present and future availability of inventory items. Analyze consumption and usage to set min/max inventory levels.
- Ensure all work is completed safely in accordance with Cooperative and OSHA safety standards.
- Provide leadership, coaching, and/or mentoring to staff across the Cooperative on procurement activities.

- Requires a bachelor's degree in business-related studies, supply chain management and/or finance and 5+ years relevant experience, or an equivalent combination of education and relevant experience.
- Prior utility experience as well as purchasing certification is strongly preferred.
- Member of nationally recognized procurement/purchasing association preferred.
- Working knowledge of supply chain, applicable laws and regulations with skill in negotiation, persuasion, active listening and learning, critical thinking, analytical thinking, judgement and decision making, management of material resources, project management and time management.
- Broad knowledge of purchasing and warehousing procedures.
- Ability to identify risks posed to supply chain and propose possible solutions.
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Excellent written and oral communication skills with a wide range of people at all levels of an organization.
- Adept at using Microsoft Office products, specifically Word and Excel.
- Ability to prepare and deliver presentations to CORE staff and external vendors.
