The salary range shown represents the minimum to midpoint salary for this position. The actual salary offered will depend on qualifications and experience. ITS Systems Supervisor plans, organizes, directs, supervises and administers the work activities of the ITS staff in support of FPUA administrative and business services network, web, and client/server application systems needs. This position is responsible for overseeing custom application design and development, database administration, website support, application and web server configuration and maintenance, custom report creation, 3rd party application customization and maintenance, and end-user training. Serves as project lead and contributor to a wide range of projects affecting several areas including Finance, Human Resources, Information Technology, Customer Service, Engineering, and Utility Services. Performs complex technical and analytical work in conjunction with the systems planning, analysis, design, development, programming, and implementation of information processing systems using both voice and data communications in wide area and local area networks. Work is performed under the general direction of the Information Technology Services Systems Manager. (Note: There are also secondary functions, which the employee will be required to perform.) Supervises and assists in planning and organizing the work of ITS staff performing routine and complex system design and modification of network, web, and client/server applications. Assists the ITS Systems Manager in supervising the ITS team and managing day-to-day activities such as prioritization of work, development, setting, and reporting on KPIs for the team. Monitors and reports on the work order management system to ensure work is completed in a timely manner. Participates in the hiring of assigned staff, recommends selection for management approval, and provides for the professional and occupational development of assigned staff. Completes employee performance evaluations; counsels staff and initiates disciplinary or corrective action as necessary. Consults with management and technical personnel, and assists staff in developing project goals, objectives and timelines; organizes and facilitates project team meetings. Ability to design, develop, and implement web-based technologies using Web Services, ASP.net, Javascript, XML, and CSS. Upgrades and maintains the Core Business System Software and database. Designs and develops statistical reporting for internal and external customers. Plans and coordinates with other departments to streamline daily/repetitive processes in order to provide cost-effective and time-saving solutions. Facilitates entire development lifecycle including analysis, design, testing, and implementation. Ability to modify applications and programs in the appropriate programming language and implements system changes and solutions for existing applications. Documents programs and subsystems for the users of the systems as well as technically for other ITS personnel. Administers FPUA's central database(s) to ensure its confidentiality, integrity, and availability. Corrects database system failures by analyzing causes, developing and implementing solutions, and monitors corrective actions. Ability to develop program logic and processing steps; uses various program languages as required to code programs using structured programming techniques. Evaluates application systems, works and confers with system users, conducts complex analytical research, and makes recommendations concerning design and operations of application systems; provides verbal and written reports to management and advisory committees. Monitors industry trends and developments and investigates means for improving systems and staff efficiency and effectiveness; confers with technical resources, manufacturers, and vendors. Reviews and evaluates vendor-supplied documentation and modifies or creates additional documentation or instructions as necessary for application systems users; assists users in implementing new or modified programs and applications. Confers with and serves as liaison with other FPUA departments, Federal, State, and local agencies and organizations; serves on committees and attends local and out-of-area meetings and conferences. Assists the Information Technology Services Manager and may fulfill that role in the absence of the Manager. Serves as part of the initiative team to improve processes and controls. Graduation from an accredited four (4) year college with major coursework in computer science, information systems, or a closely related field, and five (5) years of experience of application systems design, programming and analysis at a level equivalent to FPUA's Systems Analyst/Architect, or three (3) years of lead or supervisory experience in a large or mid-sized organization administering a departmental programming applications system. The following certifications are desired: PMP, CISA and CompTIA Security+. When considering new job applicants, any combination of education and experience in a computer programming related field may be substituted for the minimum qualifications. HEALTH INSURANCE: Effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays most of employee premium and 71% of the dependent premium. DENTAL INSURANCE - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium. VISION - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc. LIFE INSURANCE - TERM (EMPLOYEES ONLY) - Life insurance and accidental death and dismemberment policy equal to 1x employee's annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000. LONG TERM DISABILITY - Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month. VOLUNTARY BENEFITS -
