The person in this position will oversee the functions related to Talent Acquisition for the Human Resource Department. This includes managing the team, recruiting activities, working with hiring managers to create and meet staffing goals, building a strong employment brand to attract high quality applicants and ensuring a positive candidate experience. - Excellent computer skills in Microsoft environment. Must include knowledge in excel and skills in Human Resources Information Systems (HRIS) and Applicant Tracking Systems (ATS).

Primary Duties and Responsibilities: The following tasks are the primary duties and responsibilities of an employee in this position. Any single position may not perform all of these tasks and/or may perform related tasks not listed here:
- Manage the Talent Acquisition team ensuring staff are adequately trained and supported. Responsible for reviews, time off requests, discipline, payroll and career development.
- Work with internal teams and hiring managers to assist with recruitment efforts.
- Conduct regular follow-up with managers to determine the effectiveness of recruiting.
- Develop and manage a successful recruitment strategy.
- Build a strong employment brand to attract high quality applicants.
- Oversee the execution of all internship programs.
- Develop and manage relationships with all University Partners.
- Evaluate and compare existing talent acquisition strategies with those of other employers by analyzing other organizations programs, reviewing external surveys and/or conducting internal surveys and by staying up to date on current trends.
- Ensure Bowen Center's recruitment technology tools are kept updated and used effectively.
- Assure company compliance with federal laws, Bowen Policy and governance agencies.
- Develop and use metrics to meet forecasting goals and create reports to identify areas of improvement.
- Collaborate with the HCM leadership team to ensure cohesion between teams.
- Fill in for the Director of HR when requested, including attending meetings.
- Travel between county offices is required.

Qualifications:
- Education:Bachelor's Degree in related field is required.
- Certificate or Professional License: PHR/SPHR or SHRM-CP/SHRM-SCP is required within two years of starting position.
- Experience: 2+ years in Human Resource field is required. 1+ years' experience in management is preferred.
- Valid driver's license and active liability insurance.
- Satisfactory results from criminal background check.
