Overview

Planned Systems International (PSI), a Government Contractor, has an immediate opportunity available for a Test Engineer to provide software test engineering and integration/interoperability support for the Veterans Affairs (VA) Enterprise Testing Service Support Services (ETSSS) contract. The interoperability objective is to support improved interoperability within and between systems of care to help address VA's health care priorities. This includes contributing to and supporting the overall performance and success of the project including, but not limited to: Design, implement, and conduct test and evaluation procedures to ensure health information technology system requirements are met. Determines operational feasibility by evaluating requirements and test results. Document and demonstrate knowledge of solutions by developing documentation, reviewing test plans, developing test cases, and entering test findings when appropriate. Reviews solution documentation and system design specifications. Improve operations by conducting systems analysis; recommending changes in policies and procedures. Candidate will be able to collaborate and actively participate in meetings with stakeholders, other engineers, and Subject Matter Experts. Various applications supported include, but are not limited to, VistA legacy, Cerner Millennium, COTS/GOTS integration with VistA legacy and others.

Essential Functions and Job Responsibilities

* Evaluate, implement, test, and manage technology solutions.

* Develop and execute interoperability analyses.

* Conduct functional and round-trip testing with connected interfaces.

* Understand project architecture, test environment, test data needs.

* Conduct thorough testing of the product: positive, negative, validation, exploratory, regression.

* Testing may include verification and validation of data integrity. This testing includes items such as database persistence, and/or validation of data transfer between systems to verify technical solution requirements have been met, either within VA or across agencies such as VA and DoD.

* Identify and disposition defects as per standards and processes.

Minimum Requirements

* Bachelor's Degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise.

* Two (2) years of professional experience.

* Must understand Web-based applications.

* Good understanding of Interfaces/Interoperability and testing.

* Must be capable of utilizing organizationally established architecture tools, repositories, and repository management processes to capture, publish, and maintain artifacts.

* Candidate must possess good interpersonal skills as well as have excellent oral and written communications skills and is able to appropriately convey technical information considering audience.

* Candidate should have experience producing effective client deliverable analysis reports with little to no supervision.

* Must have ability to work simultaneously on multiple tasks, if necessary, handle changing priorities, be detail oriented, and be able to work independently

* Applicants selected will be subject to a government investigation and must meet eligibility requirements for access to classified information and obtain a Government-granted Security clearance.

Desired Qualifications

* Access to VA network is a big plus.

* Any experience with Cerner Millennium and Interface Control Documents and testing experience is preferred.

* Any healthcare, VA and DoD architecture/engineering experience would be a plus.

* Specific experience in the Veterans Affairs environment and with VistA (including but not limited to Health Information Exchange, DEERS/Rhapsody, Millennium, VA Profile) preferred.

* Experience in Large Application Deployment and DevOps implementations.

* Experience with:

* Micro Focus Application Lifecyle Management (ALM)

* Risk based testing methodologies

* Independent Verification and Validation (IV&V) testing
