Agency Description The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia's businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city's technology assets and the return on the city's technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency. In partnership with the Office of the Chief Administrative Officer (CAO) and the Office of the Director of Finance, the Office of Innovation and Technology (OIT) is undertaking a major Citywide project to modernize core financial, grants, procurement, and supply chain business processes. This project (Optimize Procurement and Accounting Logistics Enterprise Resource Planning and Data Warehouse/Business Intelligence Tool, or OPAL ERP and DW/BI project ) will replace the existing General Ledger and Procurement systems (i.e. FAMIS, ADPICS, ACIS, PHLContracts, etc.) that support these business processes and will enable the City to realize benefits such as reducing transaction processing time and effort, providing better access to information for reporting and analysis, and making it easier to onboard new employees into these functions. Job Description The Test Lead is responsible for managing a team tasked with overseeing testing functions for the OPAL ERP and DW/BI project. The team's focus areas include financial and grants testing; and procurement and supply chain testing. These are permanent exempt position that will move to maintenance and support after the project is complete. The purpose of this position is to work on a team that will analyze the requirements of the project and refine them, work with a team of implementation consultants to design the system, conduct initial user acceptance testing, train city personnel, help to integrate the system with other city software and launch the software in phases. After the project is launched, an optimization phase where the team will analyze and implement changes to improve the performance. As the ERP is a Software as a Service (SaaS) model there will be a continual need to support, test and train new functionality every 3 to 6 months. Essential Functions Throughout the OPAL ERP and DW/BI project, the Test Lead will:
- Lead, develop, and execute test plans and test cases based on requirements and technical specifications.
- Coordinate with development teams to ensure thorough testing of modules and applications.
- Work with functional and OIT counterparts to develop testing workflows, system, integration, user acceptance, and readiness deployment phases.
- Identify, log, and track defects.
- Debug and resolve software issues.
- Oversee quality assurance efforts.
- Create and ensure defined standards and processes for software or product testing.
- Provide feedback and recommendations on software usability and functionality.
- Participate in design reviews and provide input on requirements, product design, and potential problems.
- Train the team in software testing best practice.
- Ensure compliance with general programming best practices, accepted web standards, and those set forth by upstream sources.
- Provide guidance and support to junior team members and other team members.
Competencies, Knowledge, Skills and Abilities
- Experience leading system, integration, user acceptance, and dress rehearsal script development.
- In-depth knowledge of software testing tools, processes and methodologies.
- Able to work through the process of detecting and correcting flawed process steps.
- Knowledgeable about current state workflows and how these processes will work in the new environment.
- Knowledgeable of Systems Development Life Cycle (SDLC).
- Strong problem solving and analytic skills.
- Experience formulating test script scenarios: system, integration, user acceptance, and dress rehearsal scripts.
Qualifications
- Completion of a Bachelor's or Master's degree in information systems, computer engineering, or a related field or equivalent experience;
- Technical expertise with data reporting tools and programming languages such as SQL, R, or Python;3-5 years of experience with ERP systems, 3rd Party Applications and related integrations.
- Minimum 5 years of experience in software testing or a closely related field.
- 2-5 years of team leadership experience.
- Experience with implementing ERP and/or DW/BI solutions strongly preferred.
