Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TOOLS AND PARTS ATTENDANT (TITLE 32), Position Description Number D1228000 and is part of the IL FMS 4, National Guard. Responsibilities As a TOOLS AND PARTS ATTENDANT (TITLE 32), WG-6904-5/6, you will determine, identify, and select for issue, items described by users in terms of their intended usage; recommending possible substitutes and interchangeable items; determining work sequences, methods, procedures, and techniques for setting up and shifting storage locations; and determining when tools and equipment should be routed to appropriate shops for test, repair, or calibration. Major Duties - This is NOT an all-inclusive list: Identify user's tools, parts, equipment, and requirements and requisition stock as needed. Determine methods of storage, identification, and stock location, considering such factors as temperature, humidity, height and weight limits, turnover, floor loading capacities, space available, and convenience of handling items. Ensure that tools and equipment are maintained in good condition by performing visual and operating checks, taking measurements with such devices as calipers, and receiving reports from users on the nature and extent of damage to tools and equipment. Determine stock replenishment levels for centrally controlled supplies and other material within funding limitations. Compile records concerned with quantity, cost, and type of material received, stored, and issued. Prepare periodic inventory and determine the basis for over, short, or misplaced items by checking such references as out-for-repair, issue, and turn-in records maintained in the tools and parts room. Compile reports of use of stock handling equipment, adjustments of inventory counts and stock records, spoilage of or damage to stock, location changes, and refusal of shipments. Assure that supplies and monies are not wasted through excess accumulation, and that items are on hand in sufficient quantities and at the time required. Review requisitions for completeness and compliance with regulations, and revise quantities ordered based on number on hand. Receive requests desiring additional identification data, verification, or comparison of data on hand with reference sources. Edit supply transactions, or provide customer service for urgent critical shortage items and other items requiring special handling when established procedures are not applicable. Code and classify requisitions, shipping orders, and other documents, and extract requests to other sources of supply or refer them to an inventory control point when stock is unavailable or cannot be shipped. May assist a Surface Maintenance Mechanic by performing the less complex and more routine helper type duties. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted/Warrant Officer-not to exceed Rank of MSG GENERAL EXPERIENCE: Must possess experience or training which demonstrates the knowledge of trade; ability to apply identification skill (matching specific item name, models, and stock or part numbers with similar specific information at stock locations); ability to use simple hand tools (pliers, screwdrivers, etc.) and to follow oral and written instructions. SPECIALIZED EXPERIENCE: WG-06 Level- Must possess specialized experience which includes experience or training in verifying stock by opening, counting and visually checking the contents of the containers; experience in establishing stock location by considering such factors as use, size, shape and weight of items; experience in completing stock records by showing the names, quantities and location of stock; experience in identifying correct nomenclature and stock number of items in order to locate stock for issue; experience in performing maintenance such as replacing wooden handles on handsaws, changing blades on power saws, and greasing or oiling power and hand tools. WG-05 Level- Must possess specialized experience which includes experience or training checking numbers and names of items on container labels of incoming stock and matching information with receiving reports; experience that demonstrates the ability to store, organize and rotate items and to issue supplies; experience completing issue or receipt records; experience counting items during inventory. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
