JOB SUMMARY:The City of Birmingham is looking for individuals with a strong interest and/or background in designing multimodal transportation systems that aim to benefit all users including pedestrians, cyclists, transit users, and motorists. Traffic Systems Engineers with the City of Birmingham play a crucial role in shaping the future of Birmingham, and their work makes positive impacts on the day-to-day lives of both residents and visitors to the city. Traffic Systems Engineers are responsible for planning and implementing traffic studies designed to investigate issues and assist in developing improvements to safety and accessibility of traffic systems throughout the city. Individuals in this position are also responsible for operating, maintaining, and implementing improvements to the central traffic computer operations and other signal systems throughout the city. Traffic Systems Engineers work under general supervision of the Director of the Department of Transportation/City Traffic Engineer, allowing individuals in this position to work toward obtaining their Professional Engineering license. Individuals in this position receive general managerial direction in terms of broad practice, policies, and goals; but are expected to exercise substantial independent judgment in the performance of highly advanced and technical engineering and planning work.
MINIMUM REQUIREMENTSTo be considered for employment in this position, a candidate must possess at least one of the following:
- Bachelor's degree, or higher, in Civil Engineering, Electrical Engineering, Computer Engineering, or another closely related degree.
OR- Be currently enrolled and actively working toward graduating with a Bachelor's degree in Civil Engineering, Electrical Engineering, Computer Engineering, or another closely related degree, within 6 months of the opening date of this job announcement (i.e., set to graduate in May 2025)
PREFERRED REQUIREMENTSIn addition to the above, the ideal candidate will possess:
- Active membership in a relevant professional organization such as the Institute of Transportation Engineers, American Society of Civil Engineers, Urban Land Institute, or other similar professional organization.
- Demonstrated interest and/or training in multimodal transportation systems including pedestrian access, bicycle access, and transit systems.

JOB DUTIESTypical Traffic Systems Engineer job duties include, but are not necessarily limited to:
- Plans, coordinates, and oversees, traffic studies in order to investigate issues with signs, pavement markings, street lighting, traffic signal warrants, school zones, railroad crossings, pedestrian crossings, lane widening, road construction review, accident analysis, etc. to ensure roadway safety and compliance to federal and local rules and guidelines.
- Reviews and analyzes data from traffic studies using a variety of computer software in order to evaluate and interpret the results of the study and to make determinations for potential interventions to traffic and roadway safety issues.
- Oversees the design of traffic control systems using accepted civil engineering practices, jurisdiction-specific standards and specifications, and nationally recognized engineering codes, standards, or regulations.
- Operates and maintains the central traffic computer operations and other signal systems in order to ensure that traffic flows safely and efficiently.
- Reviews and processes various permit requests (e.g., parade, street and sidewalk barricading, noise, block parties, driveways, daycare) to ensure traffic disruptions are documented and minimized.
- Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
WORK ENVIRONMENT: Work is conducted both indoors in office setting as well as regular field visits to external worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc. Work may also involve the use of various hand tools such as hammer, screwdrivers, wrenches, etc. Workers may be exposed to weather conditions, such as extreme hot or cold temperatures, or other potentially hazardous conditions such as near roadway traffic, etc.
PHYSICAL DEMANDS: Job involves moderate physical exertion required for occasional prolonged periods of lifting, carrying, balancing, climbing, stooping, kneeling, crouching, or crawling. Job May involve occasional lifting of items or objects weighing up to 50 lbs.
