MALISEET INDIAN HOUSING AUTHORITYJOB OPPORTUNITYTRIBAL HOUSING FISCAL OFFICERJob Title: Fiscal OfficerStatus: Full Time- 40 HoursRole: Under the direct supervision of the Maliseet Indian Housing Authority (MIHA) Executive Director, the Fiscal Officer's primary role will be to ensure all statutory, regulatory and financial requirements are met and ensure the application of generally accepted accounting principles meet financial policy and procedure standards by federal, state and private funding agencies and meet compliance standards. Position Responsibilities:1. The Fiscal Officer will be responsible for all Accounts Payable, Receivable and Tenant Account Receivables.2. The Fiscal Officer will ensure duties and responsibilities are completed and monitored on a continual basis. 3. The Fiscal Officer will receive, record, deposit and disburse the MIHA funds in accordance with MIHA appropriations, budgets and program authorizations, accounts, funds and are consistent with MIHA Financial Policy and Procedures. 4. The Fiscal Officer will issue budget status reports, tenant account receivables and reconciliation of each checking account to the Executive Director by the 10th working day of each month, reflecting current cash status, cash transactions, expenditures and perform in accordance with an in comparison to projected program budget (s).5. The Fiscal Officer will file necessary financial reports with funding agencies of the federal government, state and private agencies per funding agreement with each agency. 6. Ensure a comprehensive audit is completed for all funding agency programs, and accounting is conducted annually with audit reports issued to the MIHA Commissioners, Executive Direct and respective funding agencies. 7. Maintain accurate filing internally for each funding agency contracts administered by the MIHA. 8. Assist the Executive Director with the Annual Indian Housing Plan and Annual Performance Report for budget projections and actual vs. projected income and expense reports. 9. The Fiscal Officer is responsible to communicate and work with the Executive Director in the management of funds and to assist in the management of the housing authority's activities for the program year. 10. Ensure bank statements are reconciled and checks are not outstanding for longer than 6 months. 11. Ensure fixed assets are maintained and properly recorded. 12. Perform other duties as assigned. Minimum Qualifications:- Bachelor Degree in Accounting or related field with Public Housing financial experience for 3 years.- Current experience with Quick Books- Computer literate including current experience with Microsoft Word and Excel- Excellent Communication Skills.- Self-starter, well organized and can work in a fast-paced environment.- Ability to work on own as well as part of a team.- Ability to successfully pass a urine drug screen and criminal background check.
