Bethany is at the forefront of creating and implementing solutions to meet the growing needs of vulnerable children and families in the U.S. and around the world.The UC Quality Assurance and PSA Manager is primarily responsible for oversight of ORR UC contract compliance at the respective branch location(s) and maintaining positive work relationships with external agencies. This individual will also supervisor staff whose responsibilities contribute to UC contract compliance.This position is expected to function effectively with limited supervision while following the guidelines given on procedures, along with agency, federal, and state regulatory requirements.ESSENTIAL JOB RESPONSIBILITIES
- Oversee ORR UC contract compliance within the respective branch location(s);
- Develop, train and supervise staff whose responsibilities contribute to UC contract compliance in alignment with job requirements, program and agency expectations, DHHS licensing, ORR, and COA requirements;
- Collaborate with ORR and stakeholders in order to provide data and analysis as needed;
- Attend ORR Monthly Provider's Call and disseminate policy updates to appropriate staff members;
- Attend and participate in national QA meetings;
- Serve as the lead for quality assurance and PSA related tasks for the respective branch location(s);
- Guide treatment teams in the completion of all CLEs and collaborate with program directors until CLEs are resolved.
- Respond to policy questions and data inquiries from staff and facilitate communication and training of relevant policy updates to the ORR UC team at the respective branch location(s);
- Ensure timely and accurate response to stakeholders with all data requests;
- Prepare, support, and facilitate documentation for monitoring visits;
- Along with the Program Director, serve as the POC of all monitoring visits. Must be on site for all monitoring visits;
- Regularly audit physical and electronics files to ensure compliance with policy and program services;
- Track, review, and update corrective action plans and other active compliance plans to bring the program in compliance;
- Conduct weekly, random audits of the database systems for documentation, completion accuracy, and deadline compliance in collaboration with QA team or program leadership;
- Report any issues or concerns to the Program Director surrounding quality efficiency within files, caseloads, programmatic policies, and compliance with the requirements of all state, federal, and agency procedural and policy mandates;
- Create and submit monthly quarterly audit reports for 10% or more of portal files using standardized tools;
- Stay abreast on both ORR and Bethany Grievance procedures. Monitor and collect grievance data upon review of incoming grievances;
- Prepare requested PSA documentation and submit to external stakeholder when requested;
- Review and maintain Daily Unannounced Round Report to ensure compliance, if applicable;
- Review program logs and checklists to ensure compliance and accuracy, including but not limited to medical, case management, intake, etc.
- Maintain all reporting distribution lists specific to the needs of the site;
- Attend trainings and meetings as assigned by supervisor;
- Stay abreast of all agency, federal, and state regulatory requirements related to Foster Care and State Child Welfare Licensing
- Complete other duties as assigned.
QUALIFICATIONS:
- Bachelor's degree in Behavioral Sciences, Human Services, or Social Services from an accredited college; MSW or Master's level degree in Social Services, or equivalent field of study is strongly preferred;
- At least three (3) year of experience in working with child welfare standards, best practices, or quality assurance and compliance, preferred;
- At least one (1) year of experience managing others;
- Bilingual Spanish/English fluency, preferred;
- Excellent verbal and written communication skills;
- Must exhibit an ability to apply the principles of logic and critical thinking with problem solving;
- Must be reliable with time sensitive deadlines and tasks;
- Demonstrated ability with analytics and process improvement;
- Exercise a high level of confidentiality;
- Work well under pressure and adaptable to change;
- Computer skillssufficient to perform essential functions including knowledge of MicrosoftOffice suite;
- Must be 21 years old with a valid driver'slicense with at least 3 years driving experience in the U.S. to operate avehicle on behalf of Bethany. Must also pass a Motor Vehicle Records (MVR)check and maintain a reliable vehicle with proof of adequate insurancecoverage;
- Pass a criminal history screen, including state and local child protection agency registries;
