This position directs and manages the operations of the City's Electric, Water, and Wastewater Utilities and is responsible for providing reliable and economical electrification, potable water, wastewater collection and treatment, and fire protection water to the citizens and businesses of the City of Dothan and other areas as may be affected. Plans, organizes, directs, and supervises the construction, repair, operation, and maintenance of the utility systems and auxiliary equipment. Manages personnel and performs a variety of highly complex administrative functions related to the utility system; reviews, analyzes, and establishes long-range capital improvement programs, implements, and manages policies and procedures. The Utilities Director reports to the City Manager.

  • Manages and analyzes wholesale power needs and related agreements; ensures that water production and wastewater collections and treatment processes are followed and in compliance with federal and state standards.
  • Oversees the creation and continuation of a high-performance utilities staff focused on customer service, employee training, safety, and staff development; assigns, directs, supervises, and evaluates personnel; hires, disciplines, and terminates personnel within the approved personnel policies of the City.
  • Supervises the development of operating and capital budgets; monitors budgets; controls and monitors expenditures; directs purchases in compliance with state bid laws; completes long-range planning documents and initiates research and recommends cost of service consultative studies, including capital improvement plans and design.
  • Analyzes departmental procedures and functions and initiates changes to improve efficiency and effectiveness. Ensures the continuation of utility system services with an after-hours command structure; directs the development and implementation of disaster recovery and response plans.
  • Refers to and understands the City of Dothan Code of Ordinances, City personnel rules, federal and state law, Alabama Department of Transportation (ALDOT) standards, county standards, American Water Works Standards, the National Electric Safety Code, the National Electric Code, the Standard Plumbing Code, and Ten Standards for Water Works and Sewers.
  • Bachelor's degree from a four-year college or university accredited by an accreditation agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA) in Electrical/Mechanical/Chemical/Industrial Engineering, or closely related field is required.

    Certified as an Alabama Professional Engineer (PE) is required. Master's Degree in a related field is preferred.

    Seven (7) years of senior management experience with a private or public utility providing administrative-level leadership to water, wastewater treatment/collection, or electrical distribution systems is required.
