Pay: $17.51 min to $21.01 mid per hourUnder general supervision, performs experienced customer billing and accounting functions for City utility services; prepares records and billing account updates, enters and verifies data, processes documents, transactions, and providescustomer service.Duties & Responsibilities:
  • Processes billing account information for City utility services; payments, service requests, service charges, adjustment requests and corrections according to City policies and procedures.
  • Performs cashier duties; receive payments, issue receipts, balance cash drawer, correct errors, and prepare deposits and daily reports.
  • Enrolls new customers and close customer accounts; tracks services provided and verifies proper billing for services; calculates and prepares account adjustments and notations to customer's records within scope of authority; documents actions taken on customer's account.
  • Provides prompt, courteous, and accurate service to the public with billing questions, requests for information, and complaints in order to maintain positive customer service relations.
  • Receives complaints and requests for information and attempts to resolve them by researching files and records; explains rates, rules, policies, and procedures; explains the proper use and completion of forms and documents; refers matters requiring policy interpretation to supervisor for resolution; coordinates solutions of customer service issues with other department staff.
  • Updates and tracks a variety of electronic and paper files, records, reports, and related documents; maintains file integrity and confidentiality by monitoring and assuring compliance to City policies and procedures; assures the accuracy of the electronic and paper filing systems.
  • Establishes, tracks and audits of accounts for North Texas Transportation Association (NTTA) toll tag receipts.
  • Tracks and audits fire hydrant meters/accounts.
  • Establishes and maintains residential and commercial accounts within the current software.
  • Maintains absolute confidentiality of work-related issues and customer records.
  • Researches, solves and/or makes necessary recommendations for efficient water usage.
  • Issues necessary work orders to open/close accounts, leak checks, etc., and coordinates the connection/disconnection of City utilities.
  • Responsible for the opening and closing of City Hall on a daily basis.
  • Responsible for making copies of all new welcome packets and new customer information.
  • Responsible for processing the City's mail.
  • Acts as a liaison between the City and Community Waste Disposal.
  • Responds to emergency callouts resulting from severe weather, major accidents, or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies.
  • Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Cooperates with co-workers professionally to accomplish work efficiently and effectively.
  • Has regular, predictable attendance; attendance is a factor in continued employment with the City.
  • Other duties as assigned.
MINIMUM QUALIFICATIONS:Education and Experience:
  • Graduation from high school or a general equivalency diploma (GED).
  • Two or more years of responsible clerical experience interacting with the public.
  • Must pass a criminal background check, credit check and drug test.
Preferences:
  • Incode/Utility Billing Experience preferred.
  • One year cash handling experience preferred.
  • 10-key calculator by touch preferred.
  • Must be bondable.
  • Bilingual preferred.
Required Licenses or Certifications:
  • Must possess a valid Texas Driver's License.
Required Knowledge of:
  • City policies and procedures.
  • Accounting and bookkeeping principles and methods
  • Principles of record keeping and records management.
  • Techniques for dealing with the public, in person and over the telephone.
  • Business and personal computers, and specialized accounting software applications.
Required Skill in:
  • Entering data and numerical information into a computer system with speed and accuracy, and maintaining electronic records, files and databases.
  • Performing mathematical calculations.
  • Establishing and maintaining cooperative working relationships with co-workers and the public.
  • Effective communication, both verbal and written.
Physical Demands / Work Environment: Position requires prolonged sitting in the performance of daily duties and frequent repetitive keyboarding motion for inputting data and preparing reports and other documents. The position also requires walking, standing, stooping, some pushing, dragging, light and heavy lifting while handling bound records or printouts or boxes of paper and documents. The incumbent often juggles multiple tasks, works under pressure of deadlines and with frequent interruptions. Risk is involved in handling money.
