Salary: $22.25 HourlyLocation : Citrus County, FLJob Type: Full TimeJob Number: 25-20Department: Public WorksDivision: Solid Waste ManagementOpening Date: 10/29/2024Closing Date: ContinuousGeneral Description The Utility Maintenance Technician position will be shared 50/50 between the Solid Waste Management division and Utility Operations division within Water Resources. The Division of Solid Waste Management is dedicated to ensuring the safe, environmentally responsible, and secure disposal of solid waste for Citrus County residents and businesses. The mission of the Division of Utility Operations and Maintenance is to provide safe, dependable, and aesthetically pleasing potable water and environmentally sensitive wastewater effluent.The Utility Maintenance Technician performs routine maintenance and repairs at County water, wastewater plants and lift stations as needed, routine and non-routine maintenance and repairs on the landfill leachate collection system. Ensures daily operations are maintained in accordance with operating permit. The schedule for this full-time position is Monday through Thursday, 6:30 AM to 5:00 PM. Essential Functions UTILITY OPERATIONS ESSENTIAL FUNCTIONS
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Performs on-going inspections and oversees preventive maintenance program to ensure adequate mechanical operation.
  • Troubleshoots equipment through work orders or verbal direction. Determines necessary repairs and makes recommendations to supervisor regarding actions needed. Performs such work as feasible and appropriate.
  • Removes, troubleshoots, and repairs various equipment including, but not limited to, pumps, motors, gear drives, mechanical bar- screens, gear boxes, valves, blowers, and other types of equipment related to water or wastewater treatment plants and pumping facilities.
  • Services and maintains various emergency generators.
  • Performs basic maintenance and troubleshoots various electrical equipment. Troubleshoots and performs minor repairs on electric motors, as needed.
  • Utilizes various mechanical, welding, plumbing and mechanists' tools to fabricate, rebuild, strengthen, and maintain several parts and pieces of plant equipment.
  • Performs maintenance and preventive maintenance on equipment, facilities, pipes, valves, and related fittings, including painting and emergency repairs.
  • Maintains accurate work records, preventative maintenance records, computer directed preventative maintenance, as required.
  • Serves as leader in completion of work projects.
  • Inspects and repairs water filtration equipment, pumps, and storage tanks.
  • Performs various duties related to plumbing, carpentry, masonry, and metal fabrication.
  • Assumes regularly scheduled on-call responsibilities and maintains 24/7 contact to assist and respond to emergency water and sewer repairs, as needed.
  • Performs other duties as required.
SOLID WASTE MANAGEMENT/LANDFILL ESSENTIAL FUNCTIONS
  • Maintains required logs of operations, record meter and gauge readings. Completes timely required data entry for quarterly state reports.
  • Interacts with Landfill Operations staff to maintain current knowledge of operations that effect leachate collection.
  • Troubleshoots electrical systems dealing with pumps and controls in leachate systems including pumps, pressure transducers, bubblers, and electrical controls.
  • Monitors daily recording of control readings and performs data entry into computer system.
  • Pulls, cleans, and replaces pumps ranging from 1 HP to 10 HP.
  • Troubleshoots Remote Telemetry Units (RTU), Telemetry control units (TCU), Supervisory Control and Data Acquisition (SCADA) and pressure transducer communication.
  • Monitors the operation of landfill gas flare and blower system, takes daily readings from gas analyzer and condensate meter.
  • Performs other duties as required.
Minimum Requirements Education, Training, and Experience
  • High School Diploma or GED equivalent.
  • Two (2) years of relevant experience in plant maintenance, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Must have or be able to obtain within six (6) months of employment,
    • Florida Commercial Driver License (CDL) Class B with N endorsement.
    • Generator Operation and Maintenance class and must attend continuing education classes as required to maintain license.
  • Must have or be able to obtain within one (1) year of employment,
    • Class C Collection System certification
    • Landfill Spotter training certificate
  • Must attend a training class or complete coursework in SCADA/Telemetry.
  • Ability to effectively use standard maintenance equipment and hand tools.
  • Ability to work after normal business hours (includes nights and weekend) to respond to emergencies.
  • Ability to interpret as built drawings and sketches, read, and understand blueprints, wiring diagrams, construction, and mechanic drawings.
  • Requires ability to work outdoors under unpleasant conditions.
  • Must have sufficient physical strength, agility, and stamina to perform assigned tasks under adverse conditions.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS); and
    • IS-700.b: An Introduction to the National Incident Management System
Physical Requirements/Work Environment
  • Requires standing and walking most of the day.
  • The job involves frequent lifting and carrying up to 20 pounds, and occasionally up to 50 pounds.
  • The job requires frequent bending, squatting, climbing, twisting, and reaching above shoulders, and on occasion kneeling, balancing, and throwing.
  • The job requires the completion of tasks that involves simple grasping, pushing, pulling, fine manual manipulation, typing, operating foot controls/levers, driving automotive equipment, working in darkness, and operating a manual transmission.
