Salary : $4,773.41 - $6,285.66 MonthlyLocation : City of Washougal, WAJob Type: Full-timeJob Number: 2024-20Department: Public WorksOpening Date: 11/01/2024Closing Date: 11/20/2024 5:00 PM PacificGeneral Position Summary GENERAL POSITION SUMMARY:Under the direction of the Supervisor and/or Specialist is responsible for regular, routine maintenance of grounds, facilities, and equipment of the department. Assists in the completion of work projects; ensures that safety standards and procedures are being followed on site. The Utility Maintenance Worker I may be cross trained in the various functions of Public Works and will often be required to operate in other divisions.For Wastewater: Performs various lab tests, under limited supervision, on wastewater samples from specific points of the treatment process to track water quality flowing to and from the Publicly Owned Treatment Works (POTW); enters data and maintains records of sample collection and lab analysis. Maintains and repairs process equipment, facilities, and grounds. Performs lift station checks and maintenance; flushes and repairs collection system mainline, laterals and manholes. Takes direction from and provides feedback and reports activity to the Supervisor and/or Specialist.JOB SCOPE: This position involves recurring work responsibilities, with a wide diversity of work situations. The incumbent operates from established and well-known procedures under the direction of a Supervisor and/or Specialist. The position involves a moderate level of complexity in the operation of various equipment and machinery. The Wastewater and Water positions involve a higher level of complexity in performing a variety of lab tests. The Utility Maintenance Worker I operates under a moderate degree of supervision. The Utility Maintenance Worker I is accountable to, and work will often be verified by the Supervisor or Specialist positions. An error in work could slow the time and productivity of the department and in some cases result in noncompliance with required standards, possibly leading to fines and/or other legal action against the city. Errors in lab testing could lead to unsafe water or violation of NPDES Permit. SUPERVISORY RESPONSIBILITY:The Utility Maintenance Worker I holds no supervisory authority. However, the incumbent may be asked to assure that seasonal and/or temporary workers are on task and working productively. INTERPERSONAL CONTACTS:This position involves frequent communication with others within the city. Internal contacts are mostly made within the Public Works Department. External contacts occur less frequently and are mostly made with citizens, contractors, and various work crews. Dependent on the situation, contacts may be made on the incumbent's own initiative or at the Supervisor's request. These contacts are seldom about confidential or sensitive matters and occur most often in person or on the phone.Job Conditions: The normal working hours for the Utility Maintenance I worker vary between 8:00am and 4:30pm., Monday through Friday, in mostly outside environments. Hours of operation may vary seasonally. The incumbent may experience daily exposure to high noise levels, extreme temperatures, outside work, work around machinery, harmful gasses and laboratory chemicals, raw sewage, confined spaces where exposure to hazardous air conditions may exist, and exposure to blood-borne pathogens. Heavy manual labor, heavy lifting and constant standing are required. This position is responsible for maintaining the city property and equipment under his/her control. The Utility Maintenance Worker I also may be responsible for various daily recordkeeping and reporting for his/her division. Essential Functions ESSENTIAL FUNCTIONS/MAJOR RESPONSIBLITIES: Perform regular and routine maintenance and repairs on grounds, facilities, and equipment. Operate, maintain, and repair various machinery, tools and equipment used by the division/department. Assist in the completion of various work projects. Ensure safety guidelines are being followed. Perform other duties as assigned.For Wastewater:
  • Under general supervision perform various lab tests daily on wastewater samples from specific points of the treatment process to track water quality within the POTW (i.e., BOD, TSS, PH, Ammonia)
  • Operate pumps and valving to maintain water levels in aeration ponds
  • Clean and maintain headworks as needed
  • Keep records of machine and equipment run-time hours
  • Log maintenance and repairs of equipment
  • Count, record and report inventory for maintenance and repair operations
  • Answer customer questions; address customer inquiries, concerns and complaints
  • Assure cleanliness of fleet vehicles and equipment
  • Perform lift station checks; inspect, clean, and maintain collection system facilities and components

Job Specific Knowledge, Skills and Abilities:For Wastewater:
  • Knowledge of and ability to operate and troubleshoot pumps, valves, motors, Ultraviolet disinfection equipment and laboratory equipment
  • Time management skills: ability to maintain deadlines and perform time sensitive tests
  • Ability to perform various lab tests
  • Familiar with and able to effectively use Microsoft Word and Excel
  • Ability to effectively use hand and power tools (i.e., wrenches, drills, saws, etc.)
  • Ability to effectively use various power equipment (i.e., tractor, mowers, generators, etc)
  • Ability to operate heavy equipment, including excavator, backhoe, crane truck, dump truck and vacuum truck
  • Ability to perform advanced math (analysis, statistics, significant data or number manipulation)
  • Ability to push lift and carry up to 100 pounds
Education and Experience Education, Certification and Experience:Certifications Must be Attained Within the First Six Months of Employment(Unless Otherwise Specified)
  • High school education or equivalent
  • Washington State Flagging and Traffic Control certified
  • First Aid/CPR certified
  • Blood-Borne Pathogens training
  • Confined Space training
  • Defensive Driving training
  • Trenching and shoring training
  • Lock Out/ Tag Out training
For Wastewater:
  • Washington Wastewater Treatment Plant Operator in Training (OIT) within twelve (12) months
  • Washington State CDL with air brakes and tanker endorsements. Classification A or B at the discretion of the Public Works Director or his/her designee within twelve (12) months.
