This work is performed under close supervision - the incumbent is assigned duties according to specified procedures and receives detailed instructions; work is checked frequently and is reviewed through observation, completion of work orders, and review of results achieved. The essential functions of this position are dependent on the assigned division and are outlined below. Water Distribution Assist in the installation and servicing of water mains; service lines; water meters; fire hydrants; and customer complaints and issues. Assist with setting up Maintenance of Traffic (MOT); excavate holes for repair, replacement, or the installation of water mains, service lines, or any other apparatuses related to the distribution system. Responsible for accurately maintaining daily paperwork and record keeping. Repair & install water mains, valves, fittings, water services, meters (water & electric), wet taps, line stopping, and any other appurtenances to the distribution system. Repair and maintain valves and fire hydrants. Assist in locating valves and utility lines. Assist with temporary patches to roads, sidewalks, and green areas. Install and exchange water meters. Operate and maintain motor vehicles to transport personnel, tools, equipment, and supplies to worksite Operate various hand and power tools; operate heavy equipment. Perform non-skilled level facilities maintenance and cleaning. Assist and support other departments/divisions as needed. After probationary period, employee may be placed on the on-call stand-by list as required for the position. Inspect and answer customer complaints. Perform other work as assigned. Construction Services Assist in installation, maintenance, and repair of water and wastewater mains, and storm water systems; proper placement of place barricades for maintenance of traffic requirements; excavate trenches for main placement; apply temporary patches to street surfaces following repair. Install, repair, and adjust valves boxes and meter boxes; install water meters; install, repair and maintain valves; install and maintain new fire hydrants; install underground conduits for electric, communications, decorative street lights, and traffic signals. Assist in installation of new package lift stations. Assist in traffic control including setting up and maintaining traffic control devices and flagging. Assist in setting up and maintaining bypass and dewatering pumps, hoses, and other apparatuses. Assist in the installation or replacement of sanitary sewer manholes. Operate and maintain motor vehicles to transport personnel, tools, equipment, and supplies to worksite. Operate various hand and power tools; operate heavy equipment and electronic locating equipment; perform skilled level functions related to specific directional drilling and/or pipe bursting equipment and conventional open cut installations. Assist in locating, tracking, and guiding drill head during directional drilling operations. Provide construction support for other city departments and divisions. Perform semi-skilled level facilities maintenance and cleaning. After probationary period, employee may be placed on the on call stand-by list as required for the position. Perform other work as assigned. Wastewater Collection Assist in the installation, repair, replacement, and maintenance of wastewater mains, laterals, manholes, force mains, automatic recirculation valves (ARV), backwater devices, and sanitary cleanouts. Excavate trenches for repair or installation placement; apply temporary patches to street surfaces following repair. Operate various hand and power tools; operate heavy equipment and electronic locating equipment; perform skilled level functions related to specific products and materials utilized in the lining of laterals and sewer mains. Assist with collection system troubleshoot investigations, including customer backups, blockages, odor complaints, rodents, or other concerns. Assist in traffic control including setting up and maintaining traffic control devices and flagging. Assist in setting up and maintaining bypass and dewatering pumps, hoses, and other apparatuses. Assist in the installation or replacement of sanitary sewer manholes. Assist in the repair, replacement, or installation of package pump stations. Repair, replace, and make adjustments to manhole frame/covers, air release valves, and cleanouts. Operate motor vehicles to transport personnel, tools, equipment, and supplies to and from worksite. Operate various hand and power tools, including light and heavy equipment. Perform routine safety inspections and maintenance on vehicles, tools, and equipment. Provide support for other city departments and divisions. After probationary period, employee may be placed on the on-call stand-by list as required for the position. Perform other work as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: General knowledge of departmental and municipal rules, regulations, policies, and procedures. General knowledge of occupational hazards, safety rules, and practices of the work. General knowledge of methods and materials utilized in the installation and maintenance of water distribution or wastewater collection systems. Skill in the use of all tools utilized by the division for associated repair and maintenance work. Ability to locate leaks, stoppages, and malfunctions in water and wastewater lines and related equipment; ability to set up and maintain by-pass and/or dewatering pumps. Ability to operate heavy equipment; backhoe, skid steer loader, front-end loader, and tanker trucks in a limited capacity. Ability to read and understand water distribution or wastewater collection system maps. Ability to set up and maintain by-pass or dewatering pumps. Ability to operate heavy hand machinery used in the maintenance of water and wastewater lines. Ability to train co-workers in the proper means and methods of utility construction. Ability to operate equipment and vehicles in a safe manner under various conditions. Ability to remain on call, 24 hours a day, seven days a week for after-hours repairs, emergencies, and other related concerns. Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public. Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public. Typical QualificationsMINIMUM QUALIFICATIONS: Utility Service Worker I High School Diploma or equivalent. Possess and maintain a valid State of Florida Commercial Driver's License (CDL) Class B including tanker endorsement; or obtain State of Florida Commercial Learner's Permit (CLP) within 4 months and obtain CDL within 12 months of hire. Utility Service Worker II High School Diploma or equivalent. Possess and maintain a valid State of Florida Commercial Driver's License (CDL) Class B including tanker endorsement; or obtain State of Florida Commercial Learner's Permit (CLP) within 4 months and obtain CDL within 12 months of hire. Two years of experience as a Utility Service Worker I with the City of Winter Park or equivalent outside employment. Must be in good standing. Utility Service Worker III High School Diploma or equivalent. Possess and maintain a valid State of Florida Commercial Driver's License (CDL) Class B including tanker endorsement; or obtain State of Florida Commercial Learner's Permit (CLP) within 4 months and obtain CDL within 12 months of hire. Four years of experience as a Utility Service Worker II with the City of Winter Park or equivalent outside employment. Must be in good standing. Ability to obtain and maintain Florida State Water Distribution Class 3 License or Wastewater Collection C Certification within 1.5 years of hire.
