Position Overview

Management level position in the water and sewer utility profession. Under general guidance of the Chief Sanitary Engineer, this position requires extensive knowledge of water and sewer mainline extensions and taps, utility permitting, backflow prevention, and utility locating; reviews and approves engineered plans for compliance with departmental rules, regulations, and specifications; attends agency meetings as department representative on behalf of Chief Sanitary Engineer; plans and directs the work of professional and technical staff, consultants, and contractors; performs related duties as assigned.

Summary of Job Duties

Reviews engineered plans for compliance with County and department rules, regulations, and specifications; marks plans for review and acceptance by Chief Sanitary Engineer. Assists in the development and implementation of engineering standards and priorities and preparation of operating budget. Oversees commercial and residential permits counter and supervises operating technical staff; responsible for permit software quality control and accuracy; ensures accuracy of permit documentation and records. Performs annual audit of permitting software to ensure compliance with revised fee schedule. Proficient in permits counter operation and permit sales. Supervises, prioritizes and schedules technical staff in performance of backflow prevention site inspections and investigations; ensures accuracy of documentation and records as well as compliance with County backflow prevention program. Supervises, prioritizes and schedules technical staff in performance of commercial and residential utility service tap inspections and meter sets and new service tap inspections and meter sets; coordinates with other work groups to ensure equipment and material inventory. Supervises, coordinates and schedules technical staff in performance of water and sewer utility locating services; utility locates, ensures accuracy of locate documentation and records.

Plans and schedules work, estimates staffing needs, and assigns projects; reviews progress, and establishes priorities for completion, resolves priority conflicts and ensures work is accomplished in a timely and fiscally responsible manner. Identifies opportunities for improving work methods and procedures; identifies resources needed; reviews findings with appropriate management staff and coordinates implementation of improvements.

Provides leadership and works with technical staff to create a high-performance, service-oriented work environment that supports the County's and department's missions, objectives, and service expectations. Coordinates and reviews the work plans, monitors workflow, reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems. Participates in the recruitment and selection process of new personnel, trains, motivates and evaluates assigned personnel; provides or coordinates staff training. Works with employees to correct performance deficiencies; implements discipline procedures. Maintains good relationships with other work groups, County departments, regulatory agencies, serviced communities, and associated professional and technical groups; represents the County as required before regulatory agencies, planning boards and citizens groups. Resolves customer problems and complaints.

Participates in the development and implementation of long-term goals and associated budgets; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments, as necessary. Maintains records and documents; prepares performance and other reports detailing use of resources.

Minimum Qualifications and Requirements

Bachelor's degree with major course work in business/public administration, engineering, planning, environmental or computer science, public utility management or related field and three (3) years of relevant supervisory experience in public utility management, backflow prevention program management, or commercial and residential permitting; OR seven (7) years of experience in water and sewer utility operations, backflow prevention, or commercial/residential permitting with three (3) of those years in a supervisory capacity; OR alternative, equivalent evidence of the Minimum Class Requirements.

Supplemental Information

Driving Requirement: Must maintain a current, valid United States driver's license with an acceptable driving record.

Training & Development Required: Must obtain and maintain Backflow Prevention Certification through OTCO within one (1) year of hire.
