This position may be filled at either Utility Systems Operator I or a Utility Systems Operator II level. Under general supervision, to perform a variety of semi-skilled work in the sewer and storm systems; operate a variety of maintenance and repair tools and equipment; perform a variety of maintenance tasks relative to assigned area of responsibility; and provide customer service to City staff, consultants, contractors, and the public.The Department:The Department of Public Services and Engineering is responsible for maintaining the City's physical infrastructure and maintenance for the City's beaches, facilities, parks, sanitary sewer, storm drain systems, and rights of way while protecting the public's health and safety. The PositionUtility Systems Operator IThis is the entry-level class in the Utility Systems Operator series. Under close supervision, the Utility Systems Operator I learn and performs a variety of duties in maintenance, repair, and operation of wastewater and storm water collection systems and pump stations. This class is distinguished from the Utility Systems Operator II by the performance of the more routine tasks and duties assigned to positions within the series. This class is typically used as a training classification; employees may have only limited or no directly related work experience. Advancement to the II level is based on demonstrated proficiency in performing the assigned functions; possession of a California Water Environmental Association Collections Grade I certificate, Class A driver's license, tanker endorsement, and no air brake restrictions; and is at the discretion of higher level supervisory or management staff.Utility Systems Operator IIThis is the full journey-level class within the Utility Systems Operator series. Employees within this class are distinguished from the Utility Systems Operator I by the performance of the full range of duties as assigned including maintenance, construction, and repair of wastewater and storm water collections systems and pump stations. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Utility Systems Operator I level, or when filled from the outside, have prior experience. This class is distinguished from the Utility Systems Operator III in that the latter possesses a specialized technical or functional expertise within the area of assignment.The following tasks are typical for positions in this classification. Maintains and repairs wastewater and storm water collection systems including gravity and force pipelines, lateral taps when required, manhole structures, vaults, inlets, catch basins, and related appurtenances and structures, including streets, sidewalks, and alleys when associated with collection system repairs.Performs maintenance, construction, and repairs to wastewater and storm water pump and lift station structures; operates and performs preventative maintenance on pumps, valves, meters, and related station equipment; performs minor landscaping and grounds maintenance duties surrounding station appurtenances.Maintains records of time spent performing various maintenance functions; prepares reports as requested.Flushes and clears wastewater and storm water collection systems; operates combination hydrojetter trucks, hand jet, rodders, and closed-circuit camera inspection vehicle and equipment; applies foams and other chemicals to de-root and de-grease lines. Clears blocked lines and mitigates sanitary wastewater overflows.Performs permit required confined space entries into wet-wells, vaults, manholes, and other assigned areas. When applicable, performs supplied air, permit required, confined space entries. Grouts and seals leaking structures. Removes and installs pumps, valves, meters, and associated appurtenances.Maintains, repairs, installs, tests, and services wastewater and storm water equipment including electric motors, pumps, circuit breakers, relays, etc. Removes, repairs, and replaces various mechanical components including exhaust venting equipment; dismantles, repairs, and replaces pump systems and parts.Conducts wastewater and storm water pump station inspections and accurately documents findings; takes and logs meter readings; takes air quality readings as necessary; inspects equipment visually and for unusual noises; performs station housekeeping including trash removal, cleans floors and restocks supplies.Operates a variety of medium to heavy trucks and equipment including: combination hydrojetter, jetter, rodder, closed circuit television equipment and vehicles, man-lift trucks, hydraulic lifts, light cranes, license required crane trucks, traffic message boards, mobile pumps, compressors, generators, operational service trucks, dump trucks, forklifts, bobcats, loaders, towable trailers and associated trucks and related equipment; inspects and cleans vehicles inside and out, check fluid levels, and reports needed repairs.Responds to customer complaints or public inquiries in a courteous and timely manner; determines source of problem, clears lines or reports needed work, advises customer if problem is not the City's responsibility.Loads and unloads trucks; cleans up work sites upon completion of job; performs housekeeping at all work stations; including storage facilities and dump stations. Restores private property affected by easement work; including landscaped areas, brick and concrete work.Pumps flooded areas; protects private property when imminent flooding conditions arise.Performs maintenance and improvement projects at the beach pump stations and outfalls; monitors rain activity and evaluates tidal action, communicates with lifeguards when pumping operations occur in waterways. Performs curb, gutter, and sidewalk repairs when in conjunction with inlet or manhole repairs; breaks up paved surfaces; sets forms; mixes, pours, spreads, and finishes concrete or asphalt. Excavates and fills trenches and ditches when performing wastewater or storm line repairs.Inspects, maintains, and repairs clay, galvanized steel, plastic, fiberglass, and other type of pipes.When related to pump stations, performs a variety of semi-skilled building trade duties including carpentry, plumbing, heating, cooling, painting, furniture moving, roof repair, installation of door locks, and minor electrical work. Performs minor electrical repairs; changes light bulbs and ballasts; blow fuses and circuit breakers. Repairs and maintains a variety of plumbing fixtures and fittings including valves, sinks, fountains, faucets, and related devices.Observes safe work methods and safety precautions related to the work, including wearing appropriate personnel protective equipment (PPE); provides traffic control in assigned maintenance areas; places cones, barriers, and signs to define the work area and protects the public. Shores trenches; operates pipe location equipment performing utility mark-outs, submits Dig-Alerts; operates gas detection equipment; uses appropriate safety devices and equipment. Reports and mitigates unsafe conditions. Performs all duties in compliance with health and safety rules and regulations.Operates and maintains a variety of hand and power tools related to the work. Estimates and secures tools, materials and equipment necessary to complete assignments; requests parts and supplies as necessary.Accurately prepares and maintains a variety of computerized and written records and reports related to work performed; documents station inspections including; records of time spent performing various maintenance functions, flow and level monitoring using telemetry and Supervisory Control and Data Acquisition (SCADA) systems; submits and completes work orders; provides assistance in preparing records and files. Education/Training:
- High school graduate or equivalent to the completion of the twelfth grade. Must demonstrate the ability to read and write at a level necessary for successful job performance. Wastewater and storm water continuing education is highly desirable.
Licenses and Certificates:
- Utility Systems Operator I/II:
- Possession of a valid Class B California Driver's License, including an air brakes and tanker endorsement, with a safe driving record, or the ability to obtain the license within six (6) months of appointment, is required. All new employees within WWSW are required to obtain a Class A license.
- When assigned to Wastewater and Storm Water, an air brake and tanker endorsement, or the ability to obtain within six (6) months of appointment, is required. Employees hired after September 30, 2022, shall be required to possess a Class A License or obtain the license within six (6) months of appointment.
- Within twelve (12) months of employment, the ability to obtain and maintain an Occupational Safety and Health Administration (OSHA) recognized crane/derrick license/certificate for the operations of the City's current vehicle/equipment inventory. Supporting qualifications including rigger and signalperson, required within six (6) months of employment.
- Rigger, signalperson, and forklift operator certificate of competency required within six (6) months of employment. Other equipment operating certificates may be required, coinciding with Federal, State, and local regulations.
