Job Description

Veterans Services Administrator

This position is for a Veterans Services Administrator located at:

OK Department of Veterans Affairs

Annual Salary: Up to $95,000.00 based on education and experience.

BASIC PURPOSE:

This position involves responsibility for the planning, organizing and administrative supervision of the Veterans Services Programs for the Oklahoma Department of Veterans Affairs. These programs include but are not limited to: Claims & Benefits, Veteran Owned Business (OKVETWORKS), Oklahoma Specific Transition Education Program (OKSTEP), Veterans Mental Health & Suicide Prevention and the Women Veterans Program. This includes coordination of program activities with other state and federal agencies, military services, veteran's organizations and veteran's hospitals as well as direction of the Claims and Benefits Division program regional claims offices, VA Medical Center and VA Outpatient Clinic claims offices, Veterans Center claims offices and a staff of field representatives and support personnel. This position is responsible for policy and procedure development, implementation and interpretation, outreach coordination, as well as directing quality improvement activities in the Veterans Services programs. The work is performed under the general supervision of the Executive Director of ODVA or his or her designee.

Typical Functions:

* Plans, organizes, evaluates and supervises the Veterans Services Programs of ODVA.

* Assures day-to day operations and resolves problems which may include scheduling, record keeping, customer service, outreach, and division procedures.

* Develops and coordinates the implementation of the Veterans Services programs policies, procedures and standards in conjunction with both supervisory and administrative staff;

* Prepares and/or directs the preparation of a variety of reports and recommendations on the Veterans services programs.

* Plans and directs staff activities; ensures compliance with state and federal laws, polices and procedures related to veteran's benefits; prepares reports on division activities and determines budget requirements.

* Assists in the development of directives and polices regarding implementation of various veteran's programs for approval by the Veterans Commission.

* Represents the agency and veterans, in general at various meetings, ceremonies, conventions and legislative hearings; prepares material concerning veterans benefits and services for use by the media.

* Assists in marketing and outreach campaigns to reach the state's veteran population.

* Participates in professional meetings and committees on Veteran issues, both publicly and within ODVA.

* Performs related work as required and assigned.

Education, Experience and Requirements

Bachelor's degree and five (5) years of professional experience in veterans or military

programs administration or public administration.

* Three (3) years in a professional managerial capacity

* Equivalent combination of education and experience

Knowledge, Skills and Abilities

Knowledge, Skills and Abilities required at this level include knowledge of federal and state laws and

regulations pertaining to veterans benefits and services; of policies and procedures for requesting and obtaining veterans benefits; of veteran's organizations and related services; of public administration; of personnel and fiscal management; of the legislative process; of public affairs and marketing strategy; and of the principles of management and effective supervision.

Skill in planning, reviewing and directing the work of others; in establishing and maintaining effective

working relationships with federal and state officials, veteran's groups and the general public; in

interpreting, analyzing and resolving complex administrative and personnel problems; in applying agency policies and procedures; and in expressing ideas clearly both orally and in writing.

Note: Professional experience in the fields listed must have been the primary job responsibility to be

considered as qualifying. Incidental performance of professional work in any area shall not be considered.

Special Requirements

* This position will require occasional travel. The selected applicant must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid OklahomaDriver License is also required.

* This position is exempt from the Civil Service and Human Capital Modernization Act rules.

* Preference will be given to applicants who have direct public affairs or marketing experience.
