ABOUT THIS POSITION:

Under direct supervision, provides professional analytic and technical work, analysis, data management and research and policy development related to services provided as a member of the Virginia Insurance Counseling and Assistance Program (VICAP) Unit. Measures and analyzes indicators of performance in accordance with VICAP, MIPPA, SMP and other requirements under the VICAP unit. Exercises independent judgment and expertise in the application of knowledge of agency and community services and related policies and procedures regarding Medicare and Dual Eligibility Medicaid. Complies with policies and guidelines for counselors, including those regarding confidentiality and reporting of VICAP activities. Analyzes, problem-solves, and provides information about, and assistance with, issues related to Medicare, Dual Eligibility Medicaid, supplemental health insurance, long-term care insurance, other related health insurance programs, and Medicare fraud and abuse. Provides one-on-one counseling utilizing appropriate database to help clients analyze and compare Medicare health plan and prescription drug plan options and access other benefits. Develops, schedules, and presents Medicare training to non-profit/older-adults, community groups and internal consumers. Ensures the delivery of program services through support of volunteers. Performs data collection activities in support of requirements attached to appropriate programming.

Duties and Responsibilities:

* Conducts professional-level work in functions or activities, such as benefits counseling, data management, public education (in various formats) and coordination of volunteers;

* Provides counseling to consumers applying for benefits or seeking information about their benefits;

* Listens and researches options for consumers;

* Researches, navigates, and analyzes a variety of applicable systems to problem solve cases;

* Performs designated segments of projects or programs with well-defined objectives, including activities such as data collection, synthesis of data gathered to support analysis, and documentation of findings and recommendations;

* Assists with a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;

* Maintains index or log of standard forms for gathering information;

* Maintains and analyzes data collection in appropriate databases;

* Assists with measuring and analyzing indicators of performance, quality and quantity and efficiency of services;

* Develops and maintains effective working relationships with internal and external partners and colleagues;

* Assists with coordination of program volunteers and paraprofessional staff;

* Coordinates and executes education and public outreach.

Knowledge Skills and Abilities:

* Basic knowledge of mission, goals and objectives of the organizational unit, program or activities to which incumbent is assigned;

* Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;

* Knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. benefits counseling, data management);

* Ability to identify possible solutions for solving business problems;

* Ability to perform a variety of fact-finding techniques (e.g., interview, case analysis, observation, research, benchmarking) to gather information in support of services, programs, projects, and assessments;

* Ability to aggregate and assimilate data to identify major patterns, trends and themes regarding organizational and program effectiveness and efficiency;

* Ability to communicate effectively orally and in writing;

* Effective interpersonal and organizational skills;

* Ability to display cultural competence through scope of work and interactions with others;

* Ability to maintain professional commitment;

* Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;

* Ability to train, lead, and/or supervise paraprofessional staff;

* Knowledge of mission, goals, and objectives of Area Agencies on Aging, and community services regarding Medicare and Medicaid, as it relates to dual eligible beneficiaries, supplemental health insurance, long-term care insurance, other related health insurance programs, and fraud.

* Ability to be certified as a Virginia Insurance Counselor for Medicare within 60 days of start.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Any combination, experience, and training equivalent to ) Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

CERTIFICATES AND LICENSES REQUIRED:

SHIP/VICAP State certification: Certification as a Virginia Insurance Counselor for Medicare required within 60 days of hire. Annual re-certification required.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PREFERRED QUALIFICATIONS:

* Currently certified as a Virginia Insurance Counselor for Medicare.

* Experience in the field of aging, long-term care services, and volunteer management.

* Experience providing unbiased counseling to consumers to resolve concerns related to Medicare claims.

* Experience with programs serving adults, caregivers, adults with disabilities, adult protective services, elder rights, and fraud prevention.

* Experience in public speaking and giving presentations both in-person and through virtual platforms.

PHYSICAL REQUIREMENTS:

Employee may be required to lift or carry up to 25 lbs. occasionally.

Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.

Job requires walking, standing, sitting (for long periods of time).

Position frequently communicates and must be able to exchange accurate information with others verbally and in writing.

Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer.
