DISTINGUISHING FEATURES OF THE CLASS: The work involves administering in-patient or out-patient and Comprehensive Psychiatric Emergency Program (CPEP) Behavioral Health Services at the Erie County Medical Center Corporation (ECMCC). The incumbent is responsible for overseeing and evaluating in-patient or out-patient and CPEP clinical practices and patient care as performed by lower-level staff. The incumbent monitors operations for compliance with applicable laws, regulations and standards. Work is performed under the general direction of a higher-level administrative employee. Supervision is exercised over lower-level clinical, professional, paraprofessional, clerical and support staff. Does related work as required. TYPICAL WORK ACTIVITIES: Evaluates in-patient or out-patient and CPEP behavioral health care systems through which patient care is rendered, maintains optimal standards, monitors standard and policy compliance and implements appropriate changes; Establishes and monitors performance improvement programming for Behavioral Health Services in response to regulatory agencies and comparison with established metrics; Participates in the selection of competency indicators and ensures competency reviews are completed on assigned in-patient or out-patient and CPEP staff; Ensures departmental compliance with requirements of regulatory and accreditation agencies; Evaluates, determines and assigns staffing patterns that provide maximum utilization of personnel within in-patient or out-patient and CPEP Behavioral Health Services; Researches new concepts and patterns for assignments within the clinical practice of Behavioral Health; Makes recommendations on the hiring, promotion and discharge of personnel as assigned to in-patient or out-patient and CPEP; Counsels personnel on problems that cannot be settled at the supervisor level; Participates in labor relation meetings, negotiations, grievances and arbitrations; Identifies learning needs of staff and ensures participation of staff in orientation, in-service education and continuing education programs; Promotes and participates in research studies and/or utilization of evidence-based practice; Reviews and recommends personnel policies and work rules for Behavioral Health Services; Prepares budget recommendations for areas of responsibility; Monitors program performance and establishes a system of data retrieval; Monitors Behavioral Health in-patient or out-patient and CPEP staff, including social work, discharge planning and therapy, to ensure appropriate productivity and quality of services are provided through lower-level staff; Monitors length of stay and works collaboratively to ensure that the interdisciplinary team works proactively in assuring optimal clinical outcomes. - Possession of a Master's Degree**** in Business Administration, Healthcare Administration, Psychology, Public Health, Nursing, Sociology, Human Services, Education, Social Work, Counseling or a closely related field and six (6) years of professional* clinical experience in directly treating patients/clients in a behavioral health setting or six (6) years of experience as a registered professional nurse in a behavioral health setting, of which four (4) years were in an administrative** or supervisory*** capacity; or:
- Possession of a Bachelor's Degree**** in Business Administration, Healthcare Administration, Psychology, Public Health, Nursing, Sociology, Human Services, Education, Social Work, Counseling or a closely related field and eight (8) years of professional* clinical experience in directly treating patients/clients in a behavioral health setting or eight (8) years of experience as a registered professional nurse in a behavioral health setting, of which four (4) years were in an administrative** or supervisory*** capacity; or:
- An equivalent combination of training and experience as defined by the limits of (A) and (B).
SPECIAL REQUIREMENTS: Possession of Basic Life Support (BLS) Certification from an ECMCC approved provider at time of appointment and maintenance throughout duration of appointment; Completion of New York State Office of Mental Health-Bureau of Education and Workforce Development (BEWD) certified safety program within three (3) months of appointment and participation in annual re-training; Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. Experience performing specialized functions or staff activities such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administrative experience. ***NOTE 3: Supervisory experience, as defined by New York State Civil Service, means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group. Typical duties may include, but are not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline.
