This individual will play an integral role in advancing our affordable multi-family development portfolio. The Vice President of Construction will oversee the construction team and the execution of our construction platform including new construction, rehabilitation, and mixed-use projects. The ideal candidate will be a high-energy, results oriented, self-starting professional with deep technical knowledge of the affordable, multi-family construction industry. This position works in close coordination with GAD's and HHAD's Business Development, Development, Finance, Accounting, and Executive teams located in our Raleigh, North Carolina office and will report to the Executive Vice President.The Vice President of Construction is a strategic leader responsible for overseeing all construction activities for a national affordable housing developer/owner specializing in new construction and acquisition rehabilitation projects. The role focuses on affordable housing, primarily utilizing Low-Income Housing Tax Credits (LIHTC), USDA, and various other governmental financing structures. This position plays a critical role in delivering quality, sustainable, and compliant affordable housing solutions while ensuring project success and financial performance.Primary Duties and Responsibilities:
- Leadership and Team Management
- Lead, mentor, and manage a construction team that includes Directors, Project Managers, and Assistant Project Managers.
- Hire, oversee, and coordinate all design and engineering professionals, ensuring alignment with project goals, budget, and timeline.
- Foster a culture of collaboration, accountability, and continuous improvement and innovation within the construction team.
- Project Oversight and Execution
- Oversee the full lifecycle of construction projects, from pre-development through completion, ensuring all work is completed on time, within budget, in accordance with the approved scope and to the established quality standards.
- Coordinate with third-party General Contractors (GCs) to ensure efficient project execution, adherence to design standards, and compliance with federal, state, and local building regulations.
- Implement and oversee standardized processes for project management, including schedule tracking, budgeting, and quality control.
- Design, Engineering, and Planning
- Guide and oversee the design and engineering phases, ensuring that project plans align with company goals, sustainability standards, and regulatory requirements.
- Manage relationships with architects, engineers, and other consultants, providing strategic input to enhance project quality and cost efficiency.
- Ensure that design and engineering teams produce construction documents that meet project objectives, budget constraints, and regulatory standards.
- Cross-Functional Collaboration
- Collaborate with internal departments, including Development, Finance, Accounting, and Executive Leadership, to ensure seamless communication and project alignment.
- Work closely with the Development team to understand project scope and requirements, integrating these into construction plans and timelines.
- Partner with Finance and Accounting teams to monitor project budgets and forecasts, manage risk, and ensure compliance with all financial and contractual obligations.
- Regulatory and Financial Compliance
- Ensure compliance with LIHTC, USDA, and other governmental financing structures, including adherence to all relevant regulatory and reporting requirements.
- Stay informed of industry's best practices, government regulations, and financing structures to optimize project performance and maximize funding opportunities.
- Risk Management and Quality Assurance
- Identify and mitigate project risks, implementing proactive measures to resolve potential issues related to scope, budget, schedule, and quality.
- Establish quality assurance processes to monitor and assess construction standards, ensuring that all projects meet or exceed industry standards.
Experience, Skills, and Abilities Required:
- Bachelor's degree in construction management, engineering, architecture, or a related field. Advanced degree preferred.
- 10+ years of experience in construction management, with a strong background in affordable housing, LIHTC, USDA, or other governmental financing structures.
- Proven experience leading construction teams, managing third-party GCs, and working with cross-functional teams.
- Deep understanding of affordable housing construction standards, regulatory compliance, and financing structures.
- Exceptional leadership, negotiation, and problem-solving skills, with a demonstrated ability to deliver complex projects on time and within budget.
- Based in or willing to relocate to Raleigh, NC preferred.
- Proficiency with project management software (e.g., Procore, MS Project, Smartsheet) and Microsoft Office Suite.
- High level of accuracy and attention to detail, with the ability to manage multiple time- sensitive priorities.
- Skilled negotiator with the ability to present recommendations clearly and effectively.
- Strong interpersonal and relationship management skills, with the ability to cultivate productive relationships with third party consultants, agencies, and partners.
- Ability to travel as needed for project site visits and team meetings: a valid and unrestricted Driver's License is required.
