SENIOR CIVIL ENGINEER WATER/SEWER DIVISIONFull-TimeSEIU Union position $75,943 - 103,989 annual salary rangeDefinitionProfessional engineering work involving preparation of engineering drawings and cost estimates, plan review, construction supervision & inspection and surveying; all other related work, as required.SupervisionWorks under the general direction of the Town Engineer, following established procedures to ensure completion of assignments according to a prescribed time schedule.Performs a variety of responsible functions, requiring a thorough knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures.Work EnvironmentWork is generally performed under typical office conditions; other work is performed at project sites, with some exposure to variable weather conditions, loud noise, and hazards associated with construction sites, such as fumes or airborne particles. Work follows construction cycle; winter work is office oriented; in construction season, work is field oriented.The employee operates surveying equipment (transit unit with tripod), sledgehammer, hand tools, standard office equipment, computers, light trucks, and an automobile.The employee makes frequent contacts with the general public to answer questions and address complaints, other town departments, such as Building, Police and Fire Departments, and other local and state agencies; contacts involve conveying complex information requiring accuracy, tact and discretion.The employee may have access to some department-related confidential information, such as bid documents.Errors may result in time and monetary loss and poor public relations.Essential Duties and ResponsibilitiesThe essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.Prepares design plans and construction specifications, including measurement and payment, for construction of drainage, sewer and water distribution systems and other projects. Prepares estimates of costs.As it relates to the work above, conducts preliminary site surveys. Resurveys projects upon completion of construction for actual construction cost and plan adherence, notes corrections made and creates record plans when necessary.Instructs contractors and inspects public works construction projects, including sewer, water mains, and storm drainage; monitors the work in progress of contractors and utilities and ensures that construction work meets specifications and accepted standards; estimates payments due contractors.Responds to inquiries from the public pertaining to town construction projects; explains construction projects to the general public; provides information concerning projects and assists the general public with particular problems and concerns; assists with over the counter and telephone inquiries.Issues Town Street Opening Permits and monitors work for required compliance. Performs similar engineering or related work, as required, or as situation dictates.Recommended Minimum QualificationsEducation and ExperienceBachelor of Science Degree in civil engineering; five years of experience in a construction and design related field and experience in construction inspection, surveying and cost estimating; or an equivalent combination of education and experience.Additional RequirementsFE (Fundamentals of Engineering) registration or ability to obtain in 2 years.Valid Massachusetts motor vehicle operator's license.D1 or greater water distribution license highly desired but not required.Knowledge, Ability and SkillKnowledge of the principles and practices of civil engineering, land surveying and construction practices. Knowledge of public construction contracts and cost estimating.Knowledge of various MassDEP regulations, most specifically; Sanitary Sewer Overflow (SSO) notifications and outreach, Lead and Copper water supply rules, and EPA MS4 Municipal permit requirements. Ability to work independently and interact effectively with the public, contractors and staff. Ability to operate surveying equipment and drafting instruments. Ability to keep accurate and detailed notes and records. Ability to read and interpret plans, specifications, and other engineering instruction documents. Ability to analyze and identify project problems and find solutions.Skill with computers including knowledge of Word, Excel, AutoCAD (version 2013 or later), and GIS applications.Physical RequirementsMinimal physical effort is required to perform most duties. The employee is required to stand, walk, sit, speak and hear, use hands to operate equipment, climb, stoop and reach with hands and arms. Agility is required to access construction sites and the employee is routinely required to move items weighing up to 30 pounds; occasionally required to move items weighing 60 pounds, or more.
