Position Overview Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Network Enterprise Center Picatinny Arsenal New Jersey (NEC PANJ) with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) - Unified Communications, Inside Plant (ISP), Customer Service Telephone, and Outside Plant (Cable) (OSP); Information Technology (IT) Systems Support - Network Maintenance, Help Desk Assistance, Voice over Internet Protocol/Voice over Secure Internet Protocol (VoIP/VoSIP), Network Engineering, and Cybersecurity; Telecommunication Support; Radio Systems Operation; Tower and Antenna Support; and Configuration Management. Work is on site and core duty hours are 0700 - 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday. Responsibilities Apply technical standards and security policy, DISA STIGs or security controls for all IT systems to include identifying and remediating security vulnerabilities. Monitor and maintain Cybersecurity controls and ensure Operational Security requirements in accordance with the performance standards established in the AITP (Latest version) for all assigned servers. Ensure that covered web pages meet the requirements of Section 508 of the Rehabilitation Act of 1973, as amended. Develop and implement Web sites per customer requirements, including web applications and static web pages; design, develop, and implement web projects authorized in response to Government analysis, action, and decision. Update web content and install Portal software for SharePoint services; ensure SQL database functionality. Determine and resolve data processing problems Orient users on new or changed procedures. Maintain web servers and user accounts. Research the latest web technologies and web development, software packages, and operating systems to optimize web site efficiencies and automation. Perform tests involving server-side scripting and client-side scripting, which include communications application for both browser plug-ins and client software packages. Maintain and modify complex systems documentation and user guides and interpret information and provide recommendation(s) for resolving documentation conflicts. Utilize the change management process to deploy and maintain web sites, portals, web pages, and customized applications. Install, configure, and administer common user web and portal servers. Monitor locally hosted web pages and applications for security and standards compliance. Operate and maintain unclassified common user web and portal servers. Perform full systems backups weekly and incremental backups daily. Design, develop, and maintain static and dynamic web sites or portals using standard programming languages. For service provisioning through the ICAN, design, develop, and maintain web pages using standard programming languages. Provide web master services. Develop, deploy, and maintain web-based applications. Assist with development of an updated Quarterly Enterprise System Management Architectural Design Document describing service level offerings and planned enhancements. Draft and maintain SOP documents Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours. Perform other duties as required. Required Experience/Qualifications Education: An Associate's degree in information technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution. Working knowledge of all Microsoft Windows workstation OS's, Windows Server 2019 or later. Proficiency with web editing software (i.e., Dreamweaver, Web Matrix, Visual Studio .Net, Flash, Illustrator, Photoshop, Fireworks, and FrontPage). Proficiency with HTML, DHTML, CGI, ASP, ASP .Net, Action Script, JavaScript (current versions). Knowledge and experience communicating web development concepts to technical and non-technical personnel. Ability to develop technical documents and produce system design documentation. Possess knowledge of pertinent system software and computer equipment, using best business practices and applicable regulations. Ability to re-structure/re-develop web sites and upgrade framework and coding required on a case-by-case basis. Foundational Personnel Certification: Possess an Intermediate certification identified for the DoD Cyber Workforce Framework (DCWF) - Work Role ID: 422. CompTIA Security plus (Security), or GIAC Security Essentials Certification (GSEC). Foundational Qualification (Experience) - Possess an Intermediate Proficiency level with 70% of the Knowledge, Skills, and Abilities (KSAs) associated with the DoD Cyber Workforce Framework (DCWF) workforce ID: 422. Residential Qualification (Certifications) - MS Web, ASP.Net Core Web App. Residential Qualification (On-the-Job) - Information Technology Infrastructure Library (ITIL) processes and procedures; Information Technology Service Management (ITSM); Army IT Metrics program; and the Army AITP Service catalog. Preferred Experience/Qualifications Supported the U.S. Army or other DoD Agency. Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
