Salary: $39.68 Hourly Location : FAIRFIELD, CT Job Type: FULL TIME Job Number: 2024-00045 Department: PUBLIC WORKS Division: WPCA Opening Date: 10/24/2024 Closing Date: 12/2/2024 11:59 PM Eastern GENERAL RESPONSIBILITIES This position involves technical work in inspecting and advising on connections to Town of Fairfield's public sanitary sewer system (Town sewers). Under general supervision, this position is responsible for inspecting building sewer connections to Town sewers; reviewing applications for permits to connect to Town sewers; recording and filing Town permit authorizations; advising contractors on sewer line location; assisting and advising the Town's Public Works Department in repairs to and new additions to Town sewers; and enforcing the established Water Pollution Control Authority (WPCA) rules and regulations in the field. The WPCA inspector receives instructions from higher level Town officials, but daily work is independently planned and carried out to completion without direct supervision. ESSENTIAL DUTIES & RESPONSIBILITIES
  • Inspects and/or oversees the installation of service connections, advises contractors on locations to connection points and depths of Town sewer lines.
  • Administers the Town's Sanitary Flow Monitoring Program for potential hookup, sanitary sewer line capacity, meter location, and approvals including performing sufficiency reviews of permit applications to connect to Town sewers and coordinating technical reviews of permit applications with consultants.
  • Assists Town Engineer or consultants in the approval of sub-division plans and profiles submitted by developers.
  • Provides developers, contractors, and property owners with rules, regulations, and general information regarding proper use of Town sewers.
  • Updates maps and drawings as sewer mains and new service laterals are installed, including plotting field notes and sketches.
  • Field marks Town sewer lines and laterals.
  • Investigates complaints and recommends solutions to problems.
  • May order any owner or occupant of any real estate to which the Town sewer is available to connect to the Town sewer and properly abandon the septic system.
  • Acts as Town delegated Call Before You Dig (CBYD) representative.
  • Provides on-call response to emergencies involving Town sewers.
  • Enforces the rules and regulations established by the WPCA, including the Town's Inflow and Infiltration Abatement fee (I&I) and Policy for Trench Restoring.
  • Assists in ensuring WPCA compliance with codes, regulations, and permits issued by other Town Departments, State of CT Department of Public Utility Control, State of CT Department of Energy and Environmental Protection, and other agencies.
  • Drafts reports, guidance, policy, regulations, and other written materials.
  • Administers the Town's Fats Oils and Grease Program.
  • Represents WPCA's Sewer Department's operations at external and internal meetings.
  • May attend hearings or provide testimony in court.
  • May supervise administrative support staff and other staff as assigned.
  • Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of water or wastewater utilities principles and practices, including approved methods, techniques, and materials used in sewer installation and maintenance.
  • Experience reading, interpreting, and implementing policy, regulations, statutes, and permit conditions.
  • Ability to read and interpret maps, plans, and specifications of sewer lines and systems.
  • Ability to enforce regulations firmly, tactfully and impartially.
  • Experience communicating in person, by phone, and in writing with the public, contractors, consultants, Town employees, and state agencies.
  • Experience conducting independent fieldwork.
  • Experience organizing technical information and data.
  • Experience using hand tools including crow bars as manhole lifting devices.
  • Experience with utility fieldwork safety precautions including personal protective equipment (PPE), safe lifting techniques, and traffic control.
  • Proficiency in Microsoft Office programs including: Word, Excel, Outlook, and PowerPoint.
  • Experience using Geographic Information Systems (GIS).

  • A High School Diploma or equivalent,
  • A minimum of two (2) years of experience in sewer construction, maintenance, or operations as a field inspector, surveyor, or in a similar position involving inspections, interpreting construction plans, specifications, and maps, or interpreting and applying water pollution control regulations; or a degree in construction management, public health, engineering, or engineering technology, and
  • A valid State of CT motor vehicle driver's license.
WORKING CONDITIONS
  • Regular exposure to a wide variety of weather conditions including heat, cold, noise, dust, etc.,
  • Significant portions of the day sitting, standing, bending, and lifting associated with administrative functions in an office setting,
  • Regular driving to job sites to perform routine and emergency inspections and mark-outs,
  • Moderate amounts of time utilizing computers,
  • Attendance at evening meetings,
  • and is subject to recall for emergency responses.
SCHEDULE
  • Monday - Friday; weekends as required for emergency response
PAY RANGE
  • Salary Grade 9
