Job DetailsJob Location: City of Wheeling - WHEELING, WVSalary Range: UndisclosedDescriptionWATER TREATMENT PLANT OPERATORDefinition: Under general supervision of the Water Treatment Plant Manager, monitors and sets all gauges, meters, regulators, and analyzers for proper chemical feeds and performs tests on samples and adjusts if necessary.Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.)Tasks:Performs tests during all stages of water treatment process, such as chlorine alkaline, CO2, turbidity, PH, hardness, chloride, manganese, phenols, and temperature. Monitors all equipment, meters, analyzers, and gauges. Visually inspects equipment, tanks, pumps, meters, and analyzers to be sure that they are functioning properly. Maintains records of flows, chemicals, chemical dosages, tank levels, and water quality for State reports and internal records. Monitors spill conditions on River and responds accordingly. Notifies responsible State and EPA agencies when necessary.Inspects, monitors, and cleans filters, filter equipment and instruments. Operates, maintains, and calibrates chemical feed pumps and analyzes calibrations. Cleans treatment plant and equipment. Monitors pumps to ensure appropriate water flow and maintain appropriate storage tank levels. Adjusts pumps as required by system demand in compliance with policies and procedures. Operates and monitors well supplies as required. Operates and monitors pumping station equipment. Completes booster and pump station records to document actions taken and status of system.Assists maintenance staff with repairs. Responsible for minor plant maintenance, general laborer, and housekeeping assignments. May receive, research, and resolve customer questions or complaints. Performs other duties as assigned.Knowledge, Skills, and Other Characteristics:* Knowledge of the principles and theories of chemistry and bacteriology.* Knowledge of the policies and procedures of the City of Wheeling.* Knowledge of the procedures and techniques of water treatment and distribution.* Skill in operating a variety of electrical motors, such as, feed pumps, compressors, and chemical feeders.* Skill in handling laboratory equipment, such as, meters, heaters, glassware, mixers, and analyzers.* Skill in identifying and maintaining confidentiality of sensitive and important information while using diplomacy and tact.* Skill in maintaining records.* Skill in operating assigned office computers/software.* Skill in establishing and maintaining effective working relationships with co-workers, and the general public.* Skill in the application of communication and interpersonal skills as applied to interaction with co-workers, subordinates, supervisor, and the general public, sufficient to exchange or convey information and to receive work direction.* Skill in organizing and prioritizing workload and managing multiple projects at the same time.* Skill in analyzing problems, identifying realistic, feasible solutions, projecting consequences of proposed actions and contributing to a consensus which can be implemented.* Skill in operation of pump station and related duties.Materials and Equipment:Computer Standard Office EquipmentPower Tools (pumps, motors, compressors) LaboratoryFederal, State and Local Regulations Various Hand ToolsMental and Physical Abilities: Mental work efforts involve the application of oral and written instructions requiring routine decision making and assuming responsibility in emergency situations which could have a financial and legal impact on the City. Physical requirements include the ability to sit for extended periods of time, ability to walk and climb stairs to make inspection rounds, ability to remain alert on shiftwork, and the ability to move moderate (25-50 lbs.) materials on frequently and heavy (over 100 lbs.) on occasion.Working Conditions: Working conditions involves predominately sitting at a monitor, walking to perform scheduled checks and occasional exposure to hazardous chemicals, rotating equipment, high noise levels, and heat.QualificationsQualifications: Must be over 18 years of age with high school education and meet WV State licensure requirements. Two (2) years of post-high school education is preferred. To operate plant and fill a vacant position, must possess a minimum of a Class III with fluoride certification. May require additional certifications as determined by Federal, State and Local requirements.
