Purpose Statement

The Chief Operations Officer (COO) directs and coordinates the activities of Buildings/Grounds, and Maintenance, Security, Athletics, Materials, Supplies and Corporate Assets. Also, the OM/GM will assist the administration with formulating and administering organization policies. The position ensures increasing levels of customer satisfaction while improving the efficiency of manpower and materials.

Essential Functions

* Plans, organizes, directs, and coordinates large-scale purchasing of a variety of supplies, materials, equipment and services for all departments.

* Plan, direct and oversee the implementation of comprehensive security systems for the protection of Gary community School Corporation employees, students, parents and visitors. Directs personnel involved in establishing, promoting and maintaining security and property and investigates various crimes and/or anti-social acts.

* Manage all maintenance functions within BG&M. Must be able to plan, evaluate and monitor all preventive and corrective maintenance needs. Develops programs, staff and systems to support maintenance needs of GCSC. Interacts with public, administrators, Board, Federal, State and Local Officials on behalf of GCSC. Sets standards and evaluates training and performance for all maintenance contractors and staff (foreman and employees). Capable of operating joint programs such as Preventive Maintenance with Custodial Manager.

* Oversees the Districts athletic activities.

* Provides overall administration and supervision of the central purchasing department, the central warehouse, fixed assets records, and the distribution of inter-school mail.

* Procures all stock and non-stock items for all schools and operation departments within the district by obtaining informal quotations and/ or formal bids as specified by the Public Purchasing Act and the Public Works Act of the State of Indiana and the policies of the Gary Board of School Trustees

* Develops all bid specifications in cooperation with the user departments for purchase of materials, supplies, equipment and services and makes recommendations to the Business Office on the awarding of the bids

* Provides direct supervision of the central warehouse inventory

* Administers, updates and monitors Property Control procedures and oversees physical inventory of fixed assets

* Assume responsibility for timely pick-up and delivery of the daily inter-school mail, servicing various locations throughout the district

* Assume responsibility for the disposal of obsolete equipment

* Assists other personnel as may be required for the purpose of ensuring an efficient and effective working environment

* Sustain and Update computerized school district map

* Performs such other related duties as may be assigned by the Superintendent/Chief Financial Officer

* Manage the performance of multiple union and non-union employees

* Maintains regular attendance and punctuality

SUPERVISORY RESPONSIBILITIES

Building, Grounds, and Maintenance, Security, Athletics, Materials, Supplies and Corporate Assets

QUALIFICATIONS

* A Bachelor's Degree in Business Administration or Public Administration, or in a related area. Master's preferred.

* Five years of relevant experience with at least five years of management experience in policy making.

* Previous experience working for a school district or public organization is preferred.

* Must possess knowledge of business and management principles.

* Strong understanding of internal controls.

* Proven project management, planning and forecasting skills.

* Experience managing public school construction projects preferred;

* Highly developed organizational skills that resulted in the efficient utilization of staff and their continuing professional development

* Excellent verbal and written communication skills and the ability to effectively engage a diverse range of internal and external stakeholders.

* Ability to represent the District internally and externally in a manner that supports the District's values, mission statement, and standards of professional conduct.

* Ability to solve problems within a fast-paced and complex environment.

EDUCATION AND EXPERIENCE

Bachelor's Degree, Master's Degree preferred. Minimum of 5 years of Administrative Manager experience. Must have the ability to communicate using good command of oral and written communication skills and work well with staff.
