Serving as the right-hand person to the CFO, the Senior Controller supports presentations to the Board Finance Committee and works closely with the senior leadership team, ensuring a system that promotes the accuracy and timeliness of financial information. The Senior Controller provides leadership on all day-to-day Finance operations, including supervision and guidance to the Finance team. The position is directly involved in accounting, accounts payable, accounts receivable, cash management, payroll and property management. The position also shares responsibility with the CFO for grants administration and budgeting. The Senior Controller works closely with program and administrative leaders and members of their teams, to ensure the Finance function supports operations across the agency.Core Competencies:Mission and Culture FitAppreciation of our mission and cultural values. The position collaborates with many different people at various levels and the incumbent's communication must be at the highest level to circumvent potential misunderstandings or misrepresentation.Analytical SkillsMust have strong analytical skills with the ability to review and problem solve using a solid application of accounting principles. Conducts/reviews periodic and regular analyses to ensure alignment of accounts and balances, with prompt disposition of irregular or reconciling items.Organization SkillsMust be highly organized and able to produce quality work in a fast-paced working environment. Should be able to exercise good judgment in establishing priorities in the face of multiple projects and tasks, ensuring that deadlines are met.Specific Responsibilities:
  • Oversee all accounts, ledgers and reporting systems, ensuring compliance with appropriate GAAP standards and regulatory requirements.
  • Coordinate with the CFO on oversight of grants and contracts management systems, including cost allocation plans; analyze organization's annual budget for opportunities to make best use of restricted funding. Monitor contract reporting, including the approval, budget modification, contract reporting, revenue vouchering, collection processes.
  • Coordinate all audit activity, ensuring adherence to audit requirements and requests in a timely manner. Follow up on outstanding/open items and in consultation with CFO prepare draft response to any findings and recommendations.
  • Work with agency leadership and members of their teams to maximize financial outcomes for government contracts and grants through cost analysis support, ensuring expenditures are consistently aligned with contractual and programmatic requirements, as well as government regulations.
  • Coordinate the accurate and timely preparation and distribution of monthly reports for all operating units. Prepare monthly summary of government contract receivables, documenting any activity related to timeliness and vouchering and collections.
  • Collaborate with CFO and members of the senior management team on development and monitoring of agency-wide annual plan and budget, providing regular updates throughout the fiscal year.
  • Provide supervision and guidance to assigned members of the Finance team. Review proposed budgets, account analyses and reporting. Provide leadership and advice to all members of the Finance team as needed.
  • Establish and maintain a system of internal control through development and implementation of policies and procedures.
  • Prepare and submit the annual indirect cost recovery proposal based on the audited financial statements and the OMB A-133 audit report. Follow up with auditors to monitor approval.
  • Prepare and submit annual consolidated financial report (CFR) in a timely manner.
  • Manage organizational cash flow forecasting by working in partnership with agency leadership, assessing cash requirements for anticipated expenditures and projected revenue collection.
  • Support CFO in engaging the Board Finance Committee around issues and trends that impact the agency's financial performance.
  • In collaboration with CFO leverage strengths of the Finance team members, help to clarify roles and responsibilities and develop and implement training needed to optimize department's overall effectiveness and align it with organizational goals.
  • Perform other duties as assigned by the CFO.
  • QualificationsQualifications:
    • Bachelor's degree in Accounting, Finance or relevant field; CPA a plus
    • 7-10 years of progressively responsible financial management experience, which must include nonprofit fund accounting. Must have extensive experience in both performance and cost-based government contracts.
    • Must have a solid understanding of accounting procedures coupled with a strong knowledge of GAAP, GAAS and internal controls. Must be proficient in Excel, MS Office and accounting software; knowledge of FundEZ a plus.
    • Excellent leadership and supervisory skills. Must be able to work effectively on cross-functional teams. Ability to do big picture thinking and solve problems in a way that is creative and collaborative.
    • Excellent oral and written communication skills-ability to deliver timely, relevant, mission-critical information in a clear and concise manner.
    • Experience negotiating and working with a variety of federal, state, and local government contracts/grants.
    • Must be highly organized with attention to detail and outstanding project management skills; ability to handle and prioritize multiple time-sensitive projects. Must be able to take a shirtsleeve approach to the work.
