About this Opportunity Manages federal aid construction contracts and inspection services during the capital improvement projects. The Construction Project Engineer II classification is distinguished from the Construction Project Engineer I classification by the increased level of experience and mastery of the Department of Transportation processes and changes. The City of Cedar Rapids does not offer sponsorship for employment authorization. Job Duties & Responsibilities
  • Oversees and serves as the City's representative for major construction projects including federal aid contracts.
  • Develops procedures and processes for the division.
  • Administers contracts and budgets for major construction projects, Construction Engineering and Capital Improvement construction programs.
  • Manages the inspection activities for major construction projects.
  • Prepares project files with assistance from inspection staff for federal and DOT audits.
  • Negotiates with contractors on proposed changes in methodology or plans.
  • Meets with contractors, architects, engineers, or work crews in the field.
  • Reviews and monitors construction design standards and recommends engineering improvements for strategic and operational plans.
  • Performs contract and contractor dispute resolution.
  • Coordinates construction projects with other City departments and serves as the department liaison.
  • Researches and responds to public inquiries concerning contracted construction projects.
  • Coordinates with the Iowa DOT to ensure adequate project funding is available for anticipated and extra work on the contracts.
  • Performs related work as required.
Required Education and ExperienceConstruction Project Engineer I
  • Bachelor's degree from an accredited college or university in Civil Engineering, Construction Management or a related field and
  • Three years of experience in project management or engineering for construction projects in urban areas or
  • Licensure as a Professional Engineer in the State of Iowa or if issued by another state, the ability to obtain within 6 months or
  • An Engineer in Training will be allowed so long as the individual will obtain Licensure as a Professional Engineer in the State of Iowa within 1 year
  • An equivalent combination of education and/or experience
  • Excellent written and verbal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with a diverse population
Required Licenses or Certifications
  • Complete required Iowa DOT training within 1 year of hire
Construction Project Engineer II
  • Bachelor's degree from an accredited college or university in Civil Engineering, Construction Management or a related field and
  • Seven years of experience in public works project management or engineering for construction projects in urban areas or
  • Five years of experience working on Federal Aid Contracts, Administration and Closeout
  • Licensure as a Professional Engineer in the State of Iowa or if issued by another state, the ability to obtain within 6 months or
  • Excellent written and verbal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with a diverse population
Required Licenses or Certifications
  • Complete required Iowa DOT training
  • Licensure as a Professional Engineer issued by the State of Iowa or if issued by another state, the ability to obtain within 6 months
