Lead Housing and Development Program Analyst

Location: Manhattan, NY - On-site 3 days a weekSalary: 145-155K + 7% bonus.

Looking for someone that is looking for a stable new challenge within the mortgage industry but on the product engagement side, educating member banks on current product offerings within the mortgage industry. Must be comfortable presenting in front of small and large teams of people.

  • Assist in the administration of the operation of the Bank's Affordable Housing Set-Aside Program(s) (AHP Set-Aside) and Community Lending Programs (CLP) to ensure compliance with federal regulations, program policies, and Bank procedures.
  • Work closely with management to help guide the team toward meeting the department's established mission, vision, and values which will ensure an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • Provide technical assistance to Member institutions and housing organizations regarding the AHP Set-Aside and CLP guidelines regulatory and administrative requirements.
  • Participate and lead specific process improvement projects to streamline existing processes and, where appropriate, take the lead in administering certain processes.
  • Review and approve homeownership and community lending transactions from Member institutions for eligibility and compliance with FHFA regulations, Bank policies, and guidelines.
  • Perform department pipeline management to ensure the department provides timely commitments and funding requests within or exceeding benchmark standards.
  • Responsible for preparation and reporting to the FHFA for bi-annual disbursement and recapture reporting activity. Responsible for quarterly validation of data for CRS.net reporting.
  • Responsible for the updating of SOP's, risk assessments, forms, external guidelines, internal guidelines, and AHP Implementation Plan, which enhances effectiveness and efficiency of process flows/pipeline management and ensures continued compliance with regulation, management and industry standards.
  • Collaborate with the Manager, appropriate internal departments and/or vendors in technical projects related to the department's systems and EUC's. This includes supporting systems and testing thereof, in addition to the updating of appropriate policies and procedures.
  • Assist in the preparation of materials to be presented to various committees, including the Affordable Housing and Community Investment Committee, Management Committee, Housing Committee of the Board, and the Affordable Housing Advisory Council.
  • As requested, perform customer outreach and participate in bank-sponsored workshops and other activities related to the marketing and any other homeownership set-aside initiatives that the Bank establishes under the AHP.
  • Skills & Experience:
  • Knowledge of federal regulations, policies, internal procedures, or other compliance requirements that govern the operation of the AHP Set-Aside and CLP.
