The Idaho Division of Human Resources (DHR) is seeking a Human Resource Business Partner II. This announcement will be used to fill a classified position located at the Idaho Transportation Department (ITD) in Lewiston, ID. This position will provide support for ITD and will work collaboratively with the Idaho Division of Human Resources. Summary: This position performs a full range of professional human resource services in leave administration, medical accommodations, classification, compensation, recruitment, training, policy and procedure, employee relations, and performance management. Responsibilities:
  • Provide human resource consultation and services to applicants, staff and managers in more than one area of functional specialization, such as leave administration, medical accommodations, recruitment, benefits, compensation, classification, employee relations, etc.
  • Enter, process, and maintain data in HRIS and business systems
  • Consult with supervisors/managers on performance management
  • Advise on career and succession planning, organization and job design
  • Contribute to employee engagement and retention tactics
  • Monitor and evaluate compliance with applicable laws, rules, policies, and procedures
  • Administer leave and accommodation requests
  • Participate in complaint inquiries, investigations and resolutions
  • Develop, implement, and evaluate effectiveness of recruitment initiatives
  • Provide supervisor and employee support and coaching
  • Identify and recommend solutions to compensation challenges and inequities
  • Provide training and presentations
  • May process payroll and perform related functions
Distinguishing Characteristics: This is the third level in the Human Resource job family. At this level, incumbents operate independently on day-to-day tasks. Consult with agency leadership on the interpretation and application of policies and procedures. Research, analyze and resolve issues; complex or contentious issues are referred to HR leadership. Minimum Qualifications: Good knowledge of:
  • Human resource administration
Typically gained through successful completion of at least two (2) college courses in Human Resource Administration, certifications, or a closely related field PLUS at least two (2) years of work experience where job responsibilities were in one or more of the following areas: recruiting, job analysis and classification, performance management concepts, and salary administration; OR the successful completion of a Bachelor's degree or higher in Human Resource Administration, certifications, or closely related field; OR three (3) years of work experience in the areas above.

Typically obtained through successful completion of at least two (2) college courses, certifications, or closely related field covering equal employment opportunity and legal requirements PLUS at least two (2) years of work experience reviewing personnel actions for compliance with these concepts; OR the successful completion of a Bachelor's degree or higher in Human Resources Administration, certifications, or closely related field; OR three (3) years of work experience in the above areas.Experience:
  • Interpreting, explaining, applying laws, regulations, and policies
Typically gained by at least two (2) years of work experience reviewing and explaining documents or actions for compliance with laws, regulations, and/or policies.
  • Researching and preparing reports and recommendations
Typically gained by at least six (6) months of experience researching and compiling information to prepare reports that include recommendations.
  • Conducting in-depth interviews
Typically gained by at least one (1) year of experience where conducting interviews was a predominate responsibility of the job. Interviews may be employment interviews, job audit interviews, investigations, or other types of interview situations where information gathered was used in making decisions. Preferred Qualifications:
  • Performing job analysis and developing classification recommendations
  • Gathering and analyzing data and developing reports based on the information
  • Providing training
  • Evaluating employee compensation
Knowledge of:
  • Leave administration and accommodations
  • Training methods
  • Supervisory methods
  • Employee benefits program administration
  • Employee recruitment methods and strategies
