Job Summary

The Associate Bond Analyst- Capital Projects reports to the Finance Director and Deputy Finance Director & Budget Officer and works collaboratively with Public Property and the City's outside Project Managers. This position performs all functions necessary to analyze and track bond project budgets, present bonding recommendations to various stakeholders, and forecast future financial requirements. This position will manage all complex braided funding for capital projects, track and reconcile project funding lines, and make projections to forecast how project funding aligns with evolving individual project needs.

Duties & Responsibilities

* Works with the Department of Public Property to create, update, and review programs necessary for the financial transparency of the City's Capital Improvement Plan and School Capital Plan.

* Reviews work presented by project managers to ensure compliance with bond documents and City and State procurement.

* Monitors and evaluates the effectiveness of the City's capital program expenditures and makes recommendations or adjustments to attain measurable objectives.

* Makes recommendations to the Finance Director and Deputy Finance Director & Budget Officer, verbally and in written reports, regarding policies and operating procedures necessary to ensure successful financial management of bonds.

* Reviews and monitors budgets to advise the Finance Director, Deputy Finance Director & Budget Officer, and Capital Improvement Program Manager on the fiscal condition of various bonds and to make recommendations regarding funding and management.

* Confers with internal and external constituencies to gather and collate information pertinent to bond management.

* Works closely with the Capital Improvement Program Manager, project managers, vendors, owners' program managers to ensure timely and accurate payment of bond indebtedness, materials, supplies, and appropriations.

* Establishes and maintains standardized financial reporting documents and procedures in coordination with the Chief Operating Officer, Capital Improvement Program Manager, and Chief Financial Officer to ensure quality record keeping.

* Prepares monthly reconciliation reports among the project managers' records, bond holding accounts and the City's ERP system.

* Performs other duties as required.

Minimum Qualifications

* A combination of education and experience that is substantially equivalent to the following: Bachelor's degree in Finance, Accounting, or related field. Familiarity with municipal bonds and debt capacity preferred.

* Experience in budget forecasting and budget administration.

* Ability to track and monitor a variety of project budgets and ensure that those projects will be funded adequately.

* Ability to communicate effectively and collegially, verbally and in writing, with a diverse collection of internal and external constituencies.

* Ability to effectively plan, organize, supervise, and review the work of staff.

* Must be able to perform all essential functions of the job.
