Our mission is to foster a supportive environment that promotes healing and long-termrecovery.Position Overview: The Vice President of Real Estate, Facilities, Purchasing & Contracting is a senior-level leader responsiblefor overseeing the real estate projects, facilities management, contracting and procurement strategies forRecovery Associates of Upstate New York (RAUNY) and its direct affiliates. This role involves collaboratingwith organizational leadership to ensure that all real estate development, facility management, contracting,and procurement initiatives align with the organization's business goals. The incumbent will manage theorganization's real estate portfolio, lead strategic planning and execution for facility management,development, and oversee procurement processes to ensure quality, cost-effectiveness, and compliance.Key Responsibilities:Real Estate, Facilities Management & Property Development:
  • Develops and executes strategies on real estate development, capital improvements (major and minor requests), and facility management in partnership with the Board of Directors, Real Estate Committee, Chief Executive Officer, and Chief Program Officer to ensure East House has high quality facilities that meet community needs.
  • Coordinates and follows through on development details with the construction, property management, legal and accounting departments, to ensure compliance with all funding agencies, due diligence, and loan and equity closings.
  • Evaluates potential sites, conducts due diligence, and secures financing and approvals for affordable housing and other development projects.
  • Facilitates partnerships among developers, community-based organizations, capital partners, and governmental partners.
  • Drafts and submits budgets based on work scope and resource needs, and effectively manages construction projects to ensure the timely and within-budget completion of new facilities.
  • Leads project management efforts, including assembling and coordinating development teams (architects, engineers, contractors, etc.), securing funding, and overseeing construction to ensure projects are completed on time and within budget.
  • Manages project construction as RAUNY's representative at construction meetings, and resolves issues related to schedule, local permits, third party professionals' responsibilities and change order requests.
  • Manages the progression of all development projects including gaining board approval and the timely preparation of board materials.
  • Negotiates the purchase of land and/or existing apartment buildings and secures necessary permits, licenses, and funding for real estate projects.
  • Oversees facilities and property teams, partnering with the Director of Facilities and Property to create and monitor budgets, manage maintenance requests, and ensure project timelines and financial goals are met.
  • Oversees minor and major maintenance requests and ensures that funding is promptly utilized to improve properties.
  • Prepares for and makes public presentations as necessary for local approvals and community support, including the Padivan site selection process.
  • Provides oversight and administration for housing management for RAUNY, East House Corporation and East House Properties, including planning, real estate development, financial analysis, subcontractor supervision and coordination with vendors for all construction and capital projects.
  • Serves as the primary staff liaison for the Board of Directors Real Estate Committee, managing development projects from inception through construction, including RFP responses, contract negotiations, and obtaining necessary permits and licenses providing updates, as necessary.
  • Coordinates with East House management to meet with local municipal leaders to garner support for proposed developments and negotiation of tax abatement agreements.
Procurement & Purchasing:
  • Procurement Strategy: Develops and implements a comprehensive procurement strategy aligned with RAUNY's goals, ensuring cost-effectiveness, efficiency, and compliance with organizational objectives.
  • Vendor Management: Manages end-to-end vendor relationships, including sourcing, contract negotiation, and compliance with MWBE and Veteran owned business goals; ensures vendors meet organizational standards and maintains accurate vendor documentation.
  • Bidding and Contracting: Leads competitive bid processes, negotiates pricing, and oversees the contracting process to secure favorable terms for goods and services.
  • Asset and Lifecycle Management: Develops strategic asset lifecycle plans and manages the purchasing and disposal of equipment, ensuring alignment with budgets and program needs.
  • Compliance and Documentation: Safeguards compliance with procurement regulations, oversees RFQs and RFPs, and ensures accurate and complete purchase documentation, including approval and execution of purchase orders.
  • Team Leadership: Leads and manages the purchasing team, setting priorities, fostering innovation, and aligning procurement strategies with organizational goals.
  • Financial Oversight: Manages purchasing budgets, tracks procurement activities, and analyzes key performance indicators to identify areas for improvement and cost-saving opportunities.
  • Cross-Organizational Coordination: Establishes and manages processes for purchasing goods, services, and technology across the organization, acting as the central point of contact for all procurement activities.
  • Manages purchasing budgets to ensure fiscal responsibility and planful spending in alignment with the organization's overarching financial objectives.
Financial Management, Contracting & Insurance:
  • Tracks and manages key performance indicators (KPIs) related to real estate development, facilities management, and procurement, ensuring alignment with financial targets.
  • Budget Management: Supports budget forecasting and manages expenditures for real estate, facility, procurement projects, including all large-scale purchases.
  • Maintains procurement and project records in accordance with retention schedules.
  • Oversees financials for all current and future tax credit and HFA bond financed projects.
  • Manages memorandum of understanding (MOU) process in partnership with the Chief Program Officer and partner organizations.
  • Oversees and manages the organization's property casualty and worker's compensation insurance products and ensures that all certificates of insurance are current.
  • Partners with the brokers, the Chief Ethics & Compliance Officer, and the Chief Executive Officer to ensure coverage meets existing business needs.
  • Ensures that all property casualty coverage is current for all leased units.
Project Coordination & Compliance:
  • Leads and coordinate multiple projects, ensuring adherence to timelines, budgets, and stakeholder expectations.
  • Collaborates with the Office of Ethics, Compliance & Quality to ensure compliance with all regulations and organizational policies.
  • Identifies opportunities for continuous improvement, driving efficiency across all areas of responsibility.
  • Develops, leads, and participates in cross functional teams.
  • Performs cost analyses and return on investment (ROI) reviews for projects, processes, or products.
  • Oversees the proper disposal of all property and equipment.
  • Aligns with all relevant business functions in achieving strategic company targets.
  • Oversees project documentation and completion.
  • Collaborates with the Office of Ethics, Compliance & Quality to ensure compliance with all applicable regulations and organizational policies.
  • Identifies opportunities for process improvements and cost savings, driving efficiency across all areas of responsibility.
  • Oversees the organization's asset and record retention/destruction program.
  • Oversees agency safety program and all OSHA compliance needs.
  • May perform other duties as requested by the Chief Executive Officer.

  • Bachelor's degree in business, finance, accounting, real estate/community development, or a related field; comparable education and experience may be considered.
Experience:
  • 10+ years of increasing responsibility in affordable housing, particularly in the development of
  • housing for low and moderate-income households, facilities management, or procurement, with a
  • strong background in multi-family housing and capital projects. Proven track record of successful
  • large-scale real estate development projects.
  • 10+ years' experience in a senior leadership role (including supervision) with demonstrated
  • experience of state and federal housing funding sources and programs.
  • 5+ years in a senior leadership role overseeing large-scale projects and cross-functional teams,
  • including finance, purchasing, and contracting.
  • Ideal candidate has 5+ years of administrative experience in purchasing, contract management &/or procurement.
  • 3+ years of supervisory experience involving professional-level employees.
  • Proven record of successfully managing complex development projects from inception to completion.
  • Provided oversight for the financial, administrative, and regulatory compliance aspects of various affordable housing programs.
  • Extensive knowledge of real estate development, multi-family housing, financial structuring, and capital raising.
