JOB SUMMARYThis position is responsible for the administration of the Inspection Department and for conducting building plan reviews and or supervising on-site field inspections to ensure that new and existing properties are in compliance with applicable codes. Work is performed under the direct supervision of the Building Official.ESSENTIAL JOB FUNCTIONS
  • Supervises and evaluates the performance of subordinates;
  • Consult at permitting/front counter with property owners, contractors, and the public interpreting and explaining rules, regulations, ordinance, and standards;
  • Conducts and supervise field inspections of residential and commercial construction sites and structures to ensure compliance with City, state and federal codes, ordinances and regulations; maintains inspection records;
  • Investigates possible violations of the Building Codes; sees that all violations are corrected or cited as necessary;
  • Provides data for computer files of building, occupancy type, area, height, and the associated structural appurtenances, and listing of permits issued;
  • Inspects existing buildings in conjunction with commercial occupational business licensing to ensure building codes are maintained;
  • Reviews building plans and construction documents;
  • Interprets codes and ordinances for contractors and property owners; answers questions related to building construction, codes and regulations;
  • Inspects unsafe buildings to include those that are burned or abandoned and recommends abatement procedures if appropriate;
  • Issues warnings or stop work orders for non-compliant construction;
  • Attends and participates in meetings regarding assigned site locations and projects;
  • Administer the maintenance of inspection records, scanning and archiving of construction documents and issuance of permits;
  • Financial Responsibilities: Prepare and/or process purchase orders; and make recommendations that impact the budget;
  • Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS Bachelor's or Associates degree in engineering, architecture or construction management and five (5) to seven (7) years of increasingly responsible field engineering or inspection experience in an administrative capacity, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of City and department policies and procedures;
  • Knowledge of City, state and national building codes;
  • Knowledge of occupational hazards and safety precautions;
  • Knowledge of generally accepted engineering, construction and building practices;
  • Skill in using independent judgment and discretion;
  • Skilled in prioritizing and scheduling assignments;
  • Skilled in communicating effectively with contractors, builders, developers, the general public and members of diverse cultural and linguistic backgrounds;
  • Skilled in basic computer applications for word processing and spreadsheets;
  • Skilled in operating voltage/amperage testers;
  • Ability to maintain routine records;
  • Ability to establish and maintain cooperative and effective working relationships with others;
  • Ability to operate City vehicles.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
  • Requires a valid State of Georgia Driver's License
  • Prefer International Code Council (ICC) certification as Certified Building Official. Prefer Certification in three (3) or more areas (Residential Building Inspection, Commercial Building Inspection, and Building Plans Examiner required). Some deficiencies in certification may be considered with obtainment of required certificates within 6 months of appointment.
PHYSICAL DEMANDSWork is typically performed with the employee walking, sitting, standing, balancing, bending, kneeling, crouching or crawling. The employee must occasionally lift light to moderately heavy objects, climb ladders, use tools or equipment that require high degree of dexterity and distinguish between shades of color.WORK ENVIRONMENT Work is typically performed outside at construction sites and may include occasional exposure to hot, cold or inclement weather, rough terrain, noise, dust, dirt and machinery with moving parts. At times the employee may be required to wear protective equipment.
