GENERAL NATURE OF WORK

This is a skilled supervisory position responsible for supervising employees in road maintenance and construction for the Public Services Division of the Public Works Department. Coordinates and inspects contract work such as asphalt, crack sealing, landslide repair, striping, pavement markings, signage, and drainage repair. Ensures proper traffic control on job sites in accordance with MUTCD standards current edition; and performs other duties as required. Reports to the Public Services Supervisor.

NECESSARY SPECIAL REQUIREMENTS

  • Must be 18 years of age.
  • Must possess a valid driver's license and Class A commercial driver's license prior to appointment in this classification.
  • The employee must successfully complete the Kentucky Transportation Center (KTC) Road Master Program within one year of employment.
  • Must complete KTC Work Zone Traffic Control Coordinator and Supervisor courses within 6 months of appointment.
  • Must possess and/or maintain all special requirements of the PS Lead classification.
  • Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification.
  • Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.
  • Must be able to respond to emergencies and be on call 24 hours per day, 7 days per week.
  • Applicants and employees in this job title shall be required to submit to a drug screening test and background check.

PHYSICAL REQUIREMENTS

  • Must be able to lift 80 pounds or more to a height of four feet or more.
  • Must be able to work extended periods of time using heavy duty powered hand tools or hand tools.
  • Must be able to work extended hours in various weather conditions.
  • Must be able to work at heights of twenty feet or more.
  • Must be able to sit, stand or walk for extended periods of time.
  • Eye sight must be correctable to 20/20 vision.
  • Hearing must be within normal acceptable range of 20-25 with or without a hearing aid.

EXAMPLES OF DUTIES

  • Supervises, oversees, and assists employees in the maintenance and repair of roads, bridges, culverts, and traffic signs.
  • Proficiently operates and trains subordinates on all equipment.
  • Meets with property owners to describe roadway work activities.
  • Directs maintenance work such as laying pipe, concrete coring, earthwork, and asphalt paving for compliance with plans and specifications.
  • Oversees work of others who inspect or perform single activities.
  • Maintains and completes records and reports on personnel, equipment, and supplies.
  • Follows purchasing procedures for procuring necessary project materials and supplies.
  • Ensures safety of employees and proper traffic control on job sites in accordance with MUTCD standards.
  • Evaluates condition of existing roadway features and coordinates special assignments and projects with appropriate authorities.

DESIRABLE KNOWLEDGE, SKILLS, ABILITIES, TRAINING AND EXPERIENCE

  • Graduate of standard high school or the equivalence, supplemented by ten years of construction or roadway maintenance experience preferred. Documented supervisory experience preferred.

In substitution of experience for education:

  • Graduate of a college or university with an associate's degree in a related field will substitute for two years of roadway-related experience.
  • Graduate with a bachelor's degree in a related field will substitute for four years of roadway-related experience.
  • College coursework related to these fields will substitute for experience on a year for year basis.
