Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Minimum qualifications: Forester Trainee 1:A bachelor's or higher degree in ecological forest management, forest biology, forest ecosystem science, forest health, forest resource management, forestry, Natural Resources Planning, Natural Resources Management, Natural Resources Conservation, or urban forestry.ORA bachelor's or higher degree including or supplemented by 24 credits in any of the following; dendrology, entomology, environmental planning (as part of a forestry program), environmental policy (as part of a forestry program), environmental resource management (as part of a forestry program), forest ecology, forest ecosystem, forest entomology, forest inventories, forest pathology, forest management, forest measurement/inventory, forest recreation, forest recreation management, geographic information system (GIS), natural resources planning, natural resources policy, pathology, plant entomology, plant pathology, silviculture, soils, surveying, or wilderness management.Forester Trainee 2:You must also have: Either 1: One year of professional experience in forestry; OR 2: A master's or higher degree in ecological forest management, forest biology, forest ecosystem science, forest health, forest resource management, forestry, Natural Resources Planning, Natural Resources Management, Natural Resources Conservation, or urban forestry.Forester 1:You must also have: Either 1: Two years of professional experience in forestry; OR 2: A master's or higher degree in ecological forest management, forest biology, forest ecosystem science, forest health, forest resource management, forestry, Natural Resources Planning, Natural Resources Management, Natural Resources Conservation, or urban forestry AND One year of professional experience in forestry.Candidates may also be appointed via the following:Reassignment - Currently in the title and an employee of DECorReinstatement - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer - One year of permanent competitive service at Salary Grade 11 or higher and: Eligible for transfer under Section 70.4: Must meet the minimum qualifications aboveorEligible for transfer under Section 70.1: Environmental Program Specialist 1 (Natural Resources), Forestry Technician 2 and Forestry Technician 355-b/55-c Appointment- Must meet minimum qualifications above and include a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Duties Description The Forester Trainee will spend approximately 50% of their time managing the 480a tax law program and private land services, and approximately 50% of their time on State Forest management. This includes the following tasks:Manage a portion of the 480a tax law program in the Warrensburg working circle:- Review private landowner management plans, enrollment documents, and updates.- Review on the ground implementation of landowner management plans. - Work with local assessors to ensure proper tax law administration.Manage a portion of the private land services program in the Warrensburg working circle:- Provide forest management resource and assistance to private landowners. - Work with conservation groups like local Soil and Water Conservation Districts to help landowners implement forest management activities.- Participate in events that contribute to forest management education.Manage State Forest lands in Saratoga, Warren, and Washington County:- Manage Forest Technicians who collect data and forest inventory on State lands.- Coordinate management plan development: Serve as lead author and management team leader. Coordinate with various Department programs, State agencies and stakeholders and facilitates team meetings.- Prepare reports, studies, formal correspondence and present information for public awareness.- Perform analysis of recreational use and natural resource conditions to develop proposals based on current guidance, policies, and law.- Coordinate management plan implementation in terms of timber sale development and administration, and recreation management: Serve as area manager and oversee construction, maintenance, and related management tasks on State Forests; Prepare and manage contracts.Other duties include:- Develop project work plans based on management plan guidelines, Department policy and other relevant regulatory requirements.- Meet schedules and assure plans are accurate and complete.- Conduct other division-related activities as assigned by supervisor.Essential skills and functions include tree identification, tree diameter and height measurement, gathering field data using a hand-held GPS unit and/or electronic data collector, ability to use 10 BAF prism, clinometer, tree scale stick and other related equipment, assist with forest type and asset mapping using GIS technology.

Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions. Travel may be required.Overtime may be required.
