POSITION SUMMARY: Under the direction of the Superintendent, the Assistant Superintendent for Student Services and Parent and Community Engagement will provide overall leadership for the design and implementation of student support delivery systems, which focus on student achievement, social-emotional learning, restorative practices, dropout prevention, and personal growth for students in general education and students identified as having exceptionalities. Leadership will encompass aiding schools in supporting schools in implementing the district's Community Schools model, supporting the use of social and emotional prevention and intervention strategies, and providing guidance on data-driven decision-making that will result in increased student achievement and personal development. The Assistant Superintendent for Student Services and Parents and Community Engagement will ensure, through leadership, monitoring, and evaluation, that the specialized expertise of the Departments of Students with Exceptionalities, School Engagement, and Community Schools are utilized in a manner that supports integrated support services to students, schools, and families. The Assistant Superintendent for Student Support Services and Parent and Community Engagement chairs and serves on District committees as directed by the Superintendent and assists in the planning, development, and implementation of Board Policies and Administrative Regulations. SPECIFIC DUTIES & RESPONSIBILITIES: The job responsibilities of the Assistant Superintendent for Student Support Services and Parent and Community Engagement include, but are not limited to: Students with Exceptionalities:
  • Provide leadership over the district's Students with Exceptionalities program, bringing innovation and fidelity to the implementation of programs and initiatives;
    • Lead, supervise, and evaluate staff;
  • Plan, direct, and review the activities and operations related to Students with Exceptionalities, including assessing needs, developing programs, and implementing services;
  • Administer and monitor programs and activities to assure compliance with established curriculum standards and requirements;
  • Develop and implement a strategic plan for identifying and implementing best practices for the provision of services; including the development and implementation of systematic and sustainable procedures, processes, and practices;
  • Responsible for compiling, maintaining, and filing all State reports and other documents required by the state and federal government;
  • Communicate information on services and regulations to school personnel, parents, and the Board of Education for the purpose of understanding services and monitoring progress;
  • Assist principals in mediating and resolving parent/student concerns and complaints within established guidelines and policy;
  • In partnership with the Department of Human Resources, assists in the recruiting, hiring, supervising, and evaluation of clinical staff. Such staff may include speech-language pathologists, school psychologists, social workers, occupational therapists, and physical therapists for the purpose of fulfilling related service needs;
  • Coordinate with outside agencies to provide services to students for the purpose of offering appropriate services;
  • Monitor student needs for assistive technology required for access to the general curriculum;
  • Provide direction in the interpretation and use of assessment data for improvement of student learning;
  • Supervise and facilitate the process of contracts, procurement of materials, and requests for proposals;
  • Perform other related duties as assigned.
School Engagement:
  • Provide leadership over the district's School Engagement program, bringing innovation and fidelity to the implementation of programs and initiatives.
    • Lead, supervise, and evaluate staff;
  • Develop and implement as aligned and coherent district framework for social and emotional learning (SEL) and wellness for students and adults in the school community;
    • Assist the building administration to conduct needs assessments, developing improvement plans and evaluating student proficiency and SEL program effectiveness;
  • Oversee the revision of how the district approaches suspension, discipline, and student SEL supports;
  • Provide targeted support to building administrators around practices that promote safe, equitable, restorative, and non-punitive disciplinary approaches;
  • Support the professional learning of staff in understanding and implementing effective classroom management strategies;
  • Build restorative mindsets and capacity for school staff, students, and community stakeholders;
    • Strengthen capacity across the district for using community-building circles, restorative mediation, restorative re-entry, and restorative student support planning;
  • Create and enhance a comprehensive plan to address student chronic absenteeism and improve daily student attendance;
  • Collaborate with administrators to coordinate the development and implementation of the district's Multi-Tiered System of Support to provide a tiered model of progressive interventions for academics and behavior;
  • Lead the implementation of research-based SEL and positive behavior interventions aligned within a multi-tiered intervention framework;
  • Work with building leaders to design and implement school-wide culture systems (i.e. entry, dismissal, transition, incentive systems, interventions, community meetings, etc.) aligned to a vision for school culture;
  • Support principals in their climate and culture work:
    • Establish, maintain, and support welcoming learning environments and positive school cultures;
    • Activate student voice through school government and other organized student leadership vehicles;
  • Lead data collection and assessment process to evaluate effectiveness of school climate initiatives including data and assessments related to service coordination, school-wide implementation of school and staff climate initiatives, and stakeholder surveys;
  • Provide leadership over the process for student enrollment, registration, and transfer;
  • Supervise and facilitate the process of contracts, procurement of materials, and requests for proposals;
  • Perform other related duties as assigned;
Parent and Community Engagement
  • Provide leadership over the district's Community School model, bringing innovation and fidelity to the implementation of the model's five pillars (Early Learning, Integrated Student and Family Supports, High-Level Community and Family Engagement, Expanded and Enriched Learning Opportunities, and Collaborative Leadership Practice).
    • Lead, supervise, and evaluate staff;
    • Provide leadership over the team of stakeholders to implement the District's Community Schools model;
    • Provide leadership in the development and implementation of Community Schools programming during the school day and extended day hours for students, families, and the community;
    • Track program activity and progress and use data and evaluation to strengthen the program;
    • Oversee communication between the schools and Community School partners;
  • Create and implement a robust parent and community engagement action plan;
  • Oversee the planning and development of a Family and Community Engagement framework for district-wide implementation;
  • Establish partnerships with local businesses, colleges, county, city, and community-based entities and align efforts with district and school goals. Serve as the district liaison to these groups;
  • Develop, connect, and implement programs that increase parent/guardian engagement in the schools;
  • Supervise and facilitate the process of contracts, procurement of materials, and requests for proposals;
  • Perform other related duties as assigned;
Other Responsibilities:
  • Attend all Board of Education meetings presents Student Support Services policies and procedure to the Board of Education for information or action;
  • Represent the district in all matters pertaining to the division brought before the Board of Education;
  • Monitor school district policies and work with administrators to ensure compliance with all laws, regulations, and rules;
  • Engage in school building walkthroughs, providing feedback to building leadership on programming related to the division;
  • Participate in the APPR process for principals and instructional staff;
  • Recommend policy and regulation revisions and create new policies and regulations;
  • Oversee and direct the allocation of staff to schools for all departments;
  • Represent the district, when assigned, in social, organizational, ceremonial, political, or other functions, as needed;
  • In partnership with the Assistant Superintendent of Business, manage the fiscal resources and grants, prepare budgets and direct spending, and monitor the maintenance of effort for all departments;
  • Chair committees that involve student support, parent and/or community engagement;
  • Prepare responses for state and federal complaints and individual lawsuits relating to students;
  • Provide leadership and expertise in promoting the district's strategic objectives as an integral part of the day-to-day operations;
  • Assist district and building leadership in the mediation and resolution of parent/student concerns and complaints within established guidelines and policy;
  • Coordinate with outside agencies to provide services to students and staff for the purpose of offering appropriate services;
  • Provide leadership, direction, and monitoring in collaboration with other assistant superintendents of the development of district and school-level professional development plans;
  • Establish and manage budgets for all assigned departments through comprehensive planning and financial stewardship;
  • Ensure that all departments are in compliance with appropriate federal and state mandates;
  • Perform any other duties as assigned.
APPOINTMENT: Appointment will be made by the Board of Education upon the recommendation of the Superintendent following assessment of training, experience, certifications, credentials and evaluation of service.
