DutiesYou will analyze, evaluate, and review proposed and on-going procurements and cost and pricing data for highly complex acquisition of major systems.You will develop and present convincing oral/written presentations to all levels of government and industry.You will monitor development and acquisition activities to promote and maintain maximum coordination and integration.You will participate in and provide recommendations toward long-range planning of procurement programs and evaluate contracting instruments and advise contracting personnel on the merit of planned actions to award and administer these efforts.You will manage and direct subordinates in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.Specialized experience must demonstrate the following: 1) Utilizing mastery of a wide variety of contracting methods and contract types sufficient to perform pre-award, post-award, and contract price and cost analysis; 2) Applying federal contract/procurement laws, principles, policies, regulations and procedures to a wide-range of contracting methods and contract types; 3) Establishing, negotiating, administering and evaluating a wide range of contracts to satisfy procurement requirements and solve a variety of contracting problems for various types of acquisition programs at different stages in the acquisition cycle; 4) Working independently on acquisition planning, contracting price and cost analysis/cost accounting techniques; 5) Utilizing negotiation techniques, price, contract specifications, delivery dates, incentives, other terms/condition, statutes, and regulations as they apply to procurement functions; and 6) Presenting and defending business arguments to reviewers, explaining proposals of varying complexity, and developing negotiating positions for goods and services.Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions:And the title 10 requirements found here:Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
